Governance -Andhra Pradesh Chief Minister N. Chandrababu Naidu has outlined a roadmap to strengthen governance through technology, data-based decision-making, and administrative accountability, emphasizing faster development and improved public services across the state.

Digital Governance Takes Centre Stage at State Conference
Chief Minister N. Chandrababu Naidu on Tuesday called upon Cabinet ministers and senior government officials to adopt a data-driven approach to governance, saying technology-backed monitoring and timely decision-making are essential for achieving measurable development outcomes. He made the remarks while addressing the fourth Conference of Ministers and Heads of Departments (HoDs) at the State Secretariat.
The meeting brought together Cabinet ministers, Chief Secretary K. Vijayanand Sai Prasad, Director General of Police Harish Kumar Gupta, senior bureaucrats, department secretaries, and HoDs to review governance priorities and administrative performance.
Monthly Economic Reports Introduced for Better Monitoring
During the conference, Naidu announced that Andhra Pradesh has become the first state in India to introduce Monthly Economic Reports (MER). The reports are designed to regularly assess economic growth, monitor government revenue collections, and evaluate the performance of departments as well as administrative officials.
According to the Chief Minister, the initiative will provide policymakers with real-time information, enabling quicker responses to challenges and more informed planning for future development.
Revenue Collections and Economic Indicators Show Improvement
Highlighting the state’s financial performance, Naidu said revenue collections across government departments have increased by around 24 percent during the current year. He also noted that Andhra Pradesh recorded nearly 20 percent growth in Gross State Domestic Product (GSDP) compared with 2017 levels during the previous year.
Expressing confidence in the state’s economic direction, he said that consistent administrative reforms and effective governance could help Andhra Pradesh achieve an overall growth rate of 15 percent in the coming years.
Focus on Administrative Reforms and Public Services
The Chief Minister stated that institutional systems had weakened during the period between 2019 and 2024, but added that the current administration has spent the past two years working to rebuild governance, improve welfare delivery, and restore development initiatives.
Naidu instructed all departments to work toward eliminating pending complaints under the Public Grievance Redressal System (PGRS). He stressed that citizens should receive timely resolutions to their grievances and directed officials to ensure that cases are disposed of without unnecessary delays.
Land Disputes and Survey Work Receive Priority
Reviewing progress in land administration, Naidu said several long-pending disputes in locations including Shettipalli, Vatti Cherukuru, Kanggundi, and Gutupalli have already been resolved.
He also highlighted the ongoing land resurvey programme, under which secure Pattadar Passbooks carrying the official state seal are being distributed to landowners on the ninth day of every month. The government plans to distribute an additional 7.2 million passbooks as part of the initiative, aiming to improve transparency and strengthen land ownership records.
Bureaucrats Asked to Visit the Field Regularly
To ensure policy decisions reflect local realities, the Chief Minister made field visits compulsory for senior bureaucrats. He said direct interaction with citizens and on-site inspections would help officials better understand implementation challenges and improve service delivery.
Naidu also said the government is evaluating alternative strategies to safeguard Andhra Pradesh’s energy sector from the impact of geopolitical tensions in West Asia, with an emphasis on maintaining stability and minimizing disruptions.
Investment and Natural Resources Remain Key Priorities
Reiterating the government’s focus on economic expansion, Naidu said Andhra Pradesh has regained its position as an attractive destination for investors.
He added that the state intends to promote value addition in its abundant natural resources, including rare earth minerals, silica, bauxite, and the well-known Chimakurthy granite. These resources, spread across Rayalaseema, North Andhra, and the Coastal region, are expected to support industrial growth, employment generation, and long-term economic development.
