Logistics – Delhi Reaches Top Rank in National LEADS 2025 Index

Logistics – Delhi has achieved a major milestone in the national logistics sector after securing a position in the highest “Exemplar” category of the Logistics Ease Across Different States (LEADS) 2025 Index. The recognition marks a significant improvement for the national capital, which had previously been placed in the “Achiever” category over the past two years. The latest ranking highlights the city’s progress in infrastructure development, digital governance, and transport connectivity.

Delhi Moves Into Highest LEADS Category

Delhi Chief Minister Rekha Gupta described the development as an important achievement for the capital. According to an official statement issued by the Chief Minister’s Office, the improved ranking reflects continuous efforts made by the administration to modernise logistics infrastructure and strengthen coordination across different transport systems.

The LEADS Index is prepared to assess the performance of states and Union Territories on several important indicators linked to logistics and supply chain management. These include transport infrastructure, ease of business operations, digital integration, sustainability measures, and stakeholder feedback. States are divided into four groups — Exemplars, High Performers, Accelerators, and Growth Seekers — with Exemplars representing the highest level of performance.

Focus on Integrated Logistics Planning

Officials stated that Delhi has prepared a City Logistics Plan under the PM Gati Shakti initiative. The plan has already received approval and is expected to be formally notified soon. The project is aimed at improving urban freight movement and strengthening last-mile delivery services across the city.

The government believes the initiative will help reduce delays in cargo movement while improving coordination between various transport and infrastructure departments. Better planning is also expected to ease congestion in commercial zones and support faster movement of goods within the capital.

Expansion of Digital Infrastructure

The statement further noted that Delhi has made strong progress in integrating data and infrastructure systems under the PM Gati Shakti portal. Out of 46 mandatory layers required on the platform, 38 have already been integrated successfully. In addition, the government has added more than 300 extra layers to support improved coordination and planning.

Authorities said these measures have improved communication between departments involved in transport, road development, industrial planning, and logistics operations. The use of digital systems is expected to reduce administrative delays and support more efficient project execution.

Faster Clearances Through Single Window System

The Delhi government has also focused on simplifying approvals related to logistics and industrial investment. Through the Delhi Single Window System, businesses can obtain required permissions and clearances through a faster and more streamlined process.

At the same time, the Unified Logistics Interface Platform (ULIP) has introduced API-based real-time monitoring and data-sharing systems. Officials believe this has improved coordination among transport operators, businesses, and government departments involved in logistics activities.

Road and Metro Projects Support Connectivity

Several major transport projects were highlighted as contributing factors behind Delhi’s improved ranking. Under the Public Works Department’s pothole-free road campaign, repair and maintenance work has been carried out across key roads and inner city routes.

The operational expansion of the Regional Rapid Transit System, including the Namo Bharat corridor, has further strengthened passenger and freight connectivity between Delhi and nearby regions. Authorities stated that the corridor is helping reduce travel time while improving access to surrounding economic zones.

The ongoing Phase-IV expansion of the Delhi Metro, including the Dwarka Expressway link, is also expected to support multimodal urban transport in the coming years.

Economic Corridors Boost Freight Movement

Infrastructure projects such as Urban Extension Road-II and the Delhi-Dehradun Expressway are being developed to improve regional transport links and freight movement. Officials said these corridors are expected to reduce congestion on existing routes and improve cargo efficiency for businesses operating in and around Delhi.

The government added that Delhi’s digital governance performance has remained above the national average among Union Territories, strengthening its image as an emerging logistics and infrastructure hub.
