LabourAction – Authorities Move Against Contractors After Noida Worker Unrest

LabourAction –  Days after tensions flared in Noida over labour issues, the Gautam Buddh Nagar administration has begun strict action against contractors accused of violating labour regulations.

In a major crackdown announced on Friday, officials initiated proceedings to cancel licences of 203 contractors and blacklist multiple firms operating across 24 factories. The action follows recent worker protests that turned violent, drawing attention to alleged non-compliance with labour laws.

Crackdown on Labour Law Violations

According to the labour department, contractors found denying workers their legal benefits have been issued formal notices. Authorities have also ordered them to clear outstanding payments amounting to approximately ₹1.16 crore.

Additional Labour Commissioner Rakesh Dwivedi stated that the administration is taking firm steps to ensure accountability. He confirmed that processes are underway to revoke licences, recover unpaid wages, and blacklist firms linked to violations. Officials also indicated that further investigations are ongoing, and more contractors may face similar action in the coming days.

Investigation Linked to Recent Unrest

The move comes shortly after labour unrest in the district, where workers protested over wage-related concerns. Some demonstrations reportedly escalated into incidents of vandalism, prompting authorities to examine whether contractors played a role in the situation.

Officials noted that the conduct of certain contractors is being closely reviewed, especially in cases where workers associated with them were allegedly involved in disruptive activities. The administration has emphasized that accountability will extend to all parties found responsible for breaching legal or ethical standards.

Wage Revision Implemented

Following the unrest, a government-appointed committee reviewed wage structures in the region and recommended an increase. Based on these recommendations, authorities have implemented a 21 percent wage hike for workers engaged in 74 scheduled employments across Gautam Buddh Nagar and neighbouring Ghaziabad.

The revised wage structure has been effective from April 1. Officials have clarified that payments based on the updated rates are scheduled to be made between May 7 and May 10. The increase applies uniformly to both contract workers and permanent employees, ensuring broader coverage across industries.

Clear Guidelines on Worker Payments

Authorities have reiterated that wages must be paid in full, with only statutory deductions such as Employees’ Provident Fund (EPF) and Employees’ State Insurance (ESI) permitted. Any unauthorized deductions will be treated as a violation and could lead to further action against contractors and firms.

In addition, workers are entitled to overtime compensation at double the regular rate. The administration has also underlined the importance of providing bonuses and gratuity benefits as mandated under labour laws.

Strict Enforcement and Future Measures

Officials have warned that delays in wage payments or cases of underpayment will trigger recovery proceedings. Contractors failing to comply may face licence cancellation and blacklisting, effectively barring them from future operations.

The administration has stressed that these steps are aimed at protecting workers’ rights and maintaining industrial harmony in the region. By tightening enforcement, authorities hope to prevent further unrest and ensure that labour laws are followed consistently across all sectors.

As investigations continue, the district administration has signaled its intent to take additional action wherever violations are identified, reinforcing a zero-tolerance approach toward non-compliance.
