Judiciary – Andhra Pradesh High Court Suspends CAT Relief in IPS Officer Case
Judiciary – The Andhra Pradesh High Court on Tuesday temporarily halted the implementation of an earlier decision by the Central Administrative Tribunal that had cancelled the suspension of senior IPS officer Vishal Gunni in connection with the actress Kadambari Jatwani matter.
High Court Issues Interim Stay
A division bench consisting of Justice Cheekati Manavendranath Roy and Justice Gedela Tuhin Kumar stated that the case required a deeper legal review before any final conclusion could be reached. After hearing preliminary arguments from both sides, the bench passed interim directions staying the tribunal’s earlier orders.
The court also scheduled the next hearing in the matter for August 29, when further arguments are expected to be presented by both parties.
Suspension Linked to Kadambari Jatwani Matter
The Andhra Pradesh government had previously suspended Vishal Gunni as part of proceedings connected to the case involving actress Kadambari Jatwani. The suspension later became the subject of legal dispute after the IPS officer challenged the state government’s action before the Central Administrative Tribunal.
In August last year, the tribunal ruled in favour of Gunni and revoked the suspension order issued by the state authorities. The tribunal’s decision had provided relief to the senior police officer and effectively cleared the way for restoration of his official position.
State Government Challenges Tribunal Decision
Following the tribunal’s ruling, the Andhra Pradesh government approached the High Court seeking to overturn the CAT order. The state argued that the tribunal’s decision required judicial reconsideration due to the seriousness of the issues linked to the case.
During Tuesday’s proceedings, Advocate General Dammalapati Srinivas represented the Andhra Pradesh government and presented arguments supporting the state’s challenge to the tribunal ruling.
Senior advocate Avinash Desai appeared on behalf of Vishal Gunni and defended the earlier decision delivered by the Central Administrative Tribunal.
Matter to Undergo Detailed Examination
The High Court observed that several legal aspects connected to the suspension and the tribunal’s findings needed careful scrutiny before a final verdict could be delivered. With the interim stay now in place, the tribunal’s directions will remain suspended until further orders from the court.
Legal observers believe the upcoming hearings could play an important role in determining the validity of administrative actions taken in the case and the scope of judicial review over service-related disciplinary matters involving senior officials.
The case has continued to draw attention due to the involvement of a senior IPS officer and the legal questions surrounding administrative authority, suspension procedures, and tribunal oversight. Further developments are expected once the matter resumes before the High Court later this year
