Governance – Karnataka Government Sets Administrative Targets for Faster Public Service Delivery
Governance – Karnataka Chief Minister D.K. Shivakumar on Thursday outlined a comprehensive governance strategy aimed at improving public service delivery, strengthening accountability, and ensuring greater transparency across government departments. During a high-level review meeting in Bengaluru attended by senior officials, he urged the administration to adopt a constructive and citizen-focused approach while implementing government programs within fixed timelines.

Focus on Transparent and Inclusive Governance
Addressing bureaucrats, the Chief Minister emphasized that the state government remains committed to serving citizens without discrimination based on religion, caste, social influence, or any other factor. He stated that officials should prioritize resolving public concerns efficiently and maintain transparency in their work. According to him, departments must function with a positive outlook while ensuring that government services reach people fairly and effectively.
Departments Asked to Submit Action Plans
To improve administrative efficiency, Shivakumar instructed every department to prepare a detailed action plan within the next 15 days. He stressed that responsibility for implementation must be clearly defined and monitored. Senior secretaries were also directed to regularly visit districts and taluks, conduct field-level reviews, and assess the progress of welfare schemes and development projects directly on the ground.
Safeguarding Voter Participation
The Chief Minister also raised concerns regarding voter enumeration procedures and their potential impact on eligible voters. He directed officials to take necessary steps to ensure that no qualified citizen is excluded from the electoral process. Awareness campaigns, proper documentation, and strict compliance with voter-related requirements were highlighted as key priorities to protect voting rights.
Dedicated Mechanism for Public Complaints
As part of efforts to strengthen public engagement, the government plans to establish a separate administrative framework for handling grievances and protests. The proposed system will help authorities evaluate complaints systematically and determine their legal validity while ensuring that public concerns are addressed in an organized manner.
Greater Monitoring of CSR Funds
Financial oversight was another major focus of the meeting. Shivakumar noted that Corporate Social Responsibility (CSR) funds amounting to nearly ₹8,000 crore to ₹8,500 crore should be tracked more effectively to maximize their impact. He said the government would soon release detailed CSR policy guidelines approved by the Cabinet and require stakeholders to provide regular information regarding fund utilization.
Education Infrastructure Given Priority
Highlighting the government’s education agenda, the Chief Minister said that primary education and school infrastructure would remain among the administration’s highest priorities. He called for the construction of new schools and improved educational facilities, particularly in rural regions. The objective, he explained, is to reduce the need for students to relocate to Bengaluru and other major cities in search of quality education.
Warning Against External Influence
Reiterating the importance of ethical governance, Shivakumar advised ministers, legislators, and government officials not to allow external pressures to influence administrative decisions or approvals. He stressed that decisions should be made strictly on merit, public interest, and established procedures.
Measures to Strengthen Law and Order
On the issue of public safety, the Chief Minister proposed the formation of dedicated police squads in every taluk. These units would focus on preventing criminal activity and maintaining surveillance on habitual offenders and disruptive elements. The move is intended to strengthen law enforcement and improve local security.
Review of Karnataka Bhavan Operations
Expressing dissatisfaction with the functioning of Karnataka Bhavan in New Delhi, Shivakumar announced plans for a personal review of its operations. He said he would hold discussions with central government officials from Karnataka and retired officers to explore ways of improving coordination and securing greater benefits for the state.
Welfare Schemes to Continue Unchanged
The Chief Minister reaffirmed the government’s commitment to its welfare guarantee programs, stating that there are currently no plans to alter them. However, he acknowledged concerns regarding the misuse of subsidized electricity connections for commercial activities and indicated that corrective measures would be introduced.
Concluding the meeting, Shivakumar reiterated the administration’s goal of delivering a transparent, corruption-free, and efficient government. He called upon officials and stakeholders to work collectively to ensure that development initiatives and public welfare programs are implemented effectively across Karnataka.
