Governance – Himachal Minister Questions Seat Expansion and Land Deal Concerns

Governance –  Himachal Pradesh Revenue Minister Jagat Singh Negi on Monday raised concerns over several key national and state-level issues, including the Women’s Reservation Amendment Bill, a proposed increase in Lok Sabha seats, and alleged irregularities in land transactions in Solan district.

Concerns Over Women’s Reservation Implementation

Negi alleged that the implementation of the Women’s Reservation Amendment Bill has been unnecessarily delayed despite being passed in 2023. He suggested that if the intention was to genuinely empower women, the notification should have followed immediately after its approval. According to him, bringing the legislation into focus at a politically advantageous time raises questions about intent rather than commitment to reform.

He further argued that the issue should not be treated as a political tool, emphasizing that policies affecting representation must be handled with consistency and transparency.

Debate on Expanding Lok Sabha Seats

The minister also expressed reservations about proposals to increase the number of Lok Sabha seats from 543 to around 850. He warned that such a move could complicate parliamentary functioning if not carefully planned. Negi remarked that managing such a large assembly might require unconventional arrangements, which could dilute the efficiency of legislative proceedings.

He stressed that any decision on delimitation or expansion should involve wide consultation among states to avoid regional disparities. A balanced approach, he said, is essential to ensure fair representation without disrupting institutional stability.

Remarks on Constitutional Understanding

During his interaction with the media, Negi also commented on recent public statements made by political figures on constitutional matters. Without naming specific incidents in detail, he indicated that such remarks often reflect a limited understanding of India’s constitutional framework and historical context.

He urged public representatives to approach such topics with greater responsibility, given their broader impact on public discourse.

Land Deal Probe in Solan District

Turning to state-level issues, Negi addressed the ongoing investigation into suspected irregular land transactions in Solan district. He confirmed that authorities are examining cases involving significant land holdings, with initial reports indicating potential violations of legal provisions, including those related to benami property transactions.

He stated that around 150 bighas of land are currently under scrutiny, though exact figures are still being verified. Any procedural lapses or violations identified during the inquiry will be dealt with strictly in accordance with the law.

Negi emphasized that the investigation must proceed through proper legal channels, ensuring accountability while maintaining due process.

Revival of Border Trade and Economic Opportunities

On a more positive note, the minister welcomed the decision to resume trade through the Shipki La border route starting June 1. He recalled that traditional barter systems once played a significant role in sustaining local economies in border areas.

Negi highlighted the need to develop quarantine and regulatory infrastructure, particularly for livestock trade, which had declined due to restrictions and lack of facilities. He noted that reviving such economic activities could boost both trade and tourism in the region.

Connectivity and Pilgrimage Routes

The minister also pointed to the potential of improving connectivity for religious and cross-border travel, including routes linked to the Kailash Mansarovar Yatra. He observed that the Shipki La route could provide a shorter access point, approximately 100 kilometers in distance, if developed properly.

He added that such initiatives would benefit not only Himachal Pradesh but also neighboring regions, provided they are implemented with proper regulation and infrastructure planning.

Concluding his remarks, Negi underscored the importance of maintaining a balance between development, environmental protection, and institutional integrity. He described the issues under discussion as fundamental to the country’s democratic framework and urged collective responsibility in addressing them.
