Governance – Delhi Civic Body Prepares to Elect Six Standing Committee Members

Governance –  The Municipal Corporation of Delhi is preparing to complete the formation of its crucial standing committee by filling six vacant positions through elections expected later this month.

The standing committee, considered the highest executive authority within the Municipal Corporation of Delhi (MCD), plays a major role in administrative and financial decision-making for the capital. The 18-member panel is responsible for approving projects, overseeing expenditure, and shaping civic policies related to public services across the city.

Elections Expected in May

Officials familiar with the process said elections for the six vacant seats are likely to take place during the third or fourth week of May through zonal ward committees. The vacancies emerged after nine members completed their tenure through a draw-of-lots procedure held on March 31.

Under MCD regulations, members of the standing committee serve a two-year term. However, after the first year, half of the members step down through a lottery system designed to ensure rotational representation. Authorities clarified that this draw is conducted only once during the five-year term of the civic body. The remaining members automatically retire at the end of the following financial year.

Recent Additions Strengthened BJP Position

The composition of the committee changed significantly after elections held on April 29. BJP councillors Jai Bhagwan Yadav from Begumpur and Manish Chadha from Paharganj secured seats on the panel. AAP councillor Jalaj Chaudhary from Shalimar Bagh was also elected.

Following these appointments, the standing committee currently has 12 members. Out of the total 18 positions, six are chosen directly from the MCD House, while the remaining 12 are elected through zonal ward committees.

Members Who Retired From the Committee

The March 31 draw resulted in the exit of nine councillors, including six from the BJP and three from the Aam Aadmi Party. BJP leaders who stepped down included Shikha Bharadwaj, Indrajeet Sehrawat, Rajpal Singh, Anju Devi, Nema Bhagat and Pankaj Luthra. The departing AAP members were Ankush Narang, Mohini Jeenwal and Amil Malik.

At present, the standing committee consists of seven BJP councillors and five AAP representatives. Civic officials indicated that the BJP is expected to secure five of the six upcoming vacancies, while AAP may retain one seat. If that outcome materialises, the final strength of the committee would stand at 12 BJP members and six AAP members.

Standing Committee Holds Key Administrative Powers

The standing committee is widely viewed as one of the most influential bodies within the MCD structure because of its control over major civic decisions. It examines budgets, sanctions infrastructure works, and approves policy proposals linked to urban management, sanitation, road development, and other municipal operations.

Political control of the committee is therefore considered strategically important for both the BJP and AAP, especially as civic issues continue to dominate public discussion in Delhi.

MCD Intensifies Anti-Mosquito Campaign

Separately, the MCD has also expanded its anti-mosquito campaign after unusually heavy rainfall was recorded in Delhi during April. Officials said more than 12 crore household inspections were carried out over the past month to reduce the risk of vector-borne diseases such as dengue and malaria.
