Environment Ministry – Bhupender Yadav’s Three Key Aides Removed From Posts

Environment Ministry –  The Union government has issued separate orders ending or changing the assignments of the minister’s private secretary and two additional private secretaries. The officials have either been relieved of their duties, repatriated to their parent departments or sent back to their original cadres.

Three Orders Issued on July 3

The Ministry of Environment, Forest and Climate Change released three office orders on July 3 to formalise the changes. Such simultaneous action involving several members of a minister’s personal staff is considered relatively uncommon in the government system.

One of the orders terminated the appointment of Ayush Saran, who had been serving as Additional Private Secretary to Bhupender Yadav. The order stated that his appointment had been ended with immediate effect.

A separate notification concerned Shailesh Kumar Singh, another Additional Private Secretary in the minister’s office. Singh, a Central Secretariat Service officer, was repatriated to his parent cadre under the Department of Personnel and Training.

Officer Sent Back With Extended Cooling-Off Period

The ministry’s order for Shailesh Kumar Singh referred to an extended cooling-off period while directing his return to the Department of Personnel and Training. Officers on deputation are generally required to return to their parent cadre after completing a specified tenure, though the terms of such movement can vary depending on administrative requirements.

The third order involved Amar Singh, an Indian Revenue Service officer from the 2010 batch. He had been working as Private Secretary to the environment minister and has now been sent back to the Department of Revenue.

The order stated that Amar Singh’s repatriation was being carried out on administrative grounds. No additional details were provided in the public orders regarding the reasons behind the changes.

Orders Shared With Senior Government Offices

Copies of the three office orders were sent to key government offices, including the Prime Minister’s Office, Cabinet Secretariat, Department of Personnel and Training and other concerned authorities.

The circulation of such orders is part of the standard administrative process when officers are transferred, relieved from deputation or returned to their original department. It ensures that the relevant ministries and personnel departments update official records and make arrangements for replacement staff where needed.

Bhupender Yadav currently heads the Ministry of Environment, Forest and Climate Change, which handles matters related to environmental policy, forest conservation, wildlife protection and climate-related initiatives.

Similar Changes May Affect Other Ministerial Teams

Sources indicated that comparable action may also be under consideration involving staff members attached to three other Union ministers. However, no official notification on those possible changes has been issued so far.

The latest development comes amid continued administrative reshuffles across government departments. Transfers and repatriations are regularly carried out in ministries, although the removal of multiple members of a minister’s personal office at the same time draws attention because of the limited size of such teams.

During Prime Minister Narendra Modi’s second term between 2019 and 2024, around 102 officers and personal staff attached to different ministers were reportedly transferred or removed from their assignments, according to sources.

The recent orders concerning Yadav’s office add to that broader pattern of personnel changes within the Union government. Further details are expected only if the concerned departments issue additional official communication.
