EnergySecurity – Punjab Reviews Protection Measures for Key Oil and Gas Infrastructure
EnergySecurity – Senior police officials and energy sector representatives gathered in Punjab to assess security arrangements for critical oil and gas assets and discuss measures aimed at strengthening emergency preparedness across the state.
The sixth meeting of the Onshore Security Coordination Committee (OSCC) for Punjab took place on Tuesday under the leadership of Additional Director General of Police (Security) Kaustubh Sharma. The meeting was conducted on behalf of Punjab Director General of Police Gaurav Yadav and brought together officials from law enforcement agencies, energy companies, and central security organizations.
Senior Officials Participate in Strategic Review
The high-level session saw participation from representatives of Punjab Police, the Border Security Force, the Intelligence Bureau, the Central Reserve Police Force, and several public and private energy companies. Key officials from organizations such as GAIL, ONGC, Indian Oil Corporation, Hindustan Petroleum Corporation, Bharat Petroleum Corporation, HMEL, Think Gas, and Torrent Gas were also present.
During the discussions, company representatives outlined their operational activities and highlighted challenges linked to safeguarding energy installations, pipelines, and associated infrastructure spread across the state.
Focus on Quick Response to Security Threats
Addressing the meeting, ADGP Kaustubh Sharma instructed district-level police officers to respond without delay to complaints and security concerns reported by oil and gas companies. He stressed that threats involving gas pipelines require immediate attention because any damage or leakage could create serious risks, including fires and potential harm to nearby residents.
The senior police officer directed authorities to promptly register cases and begin investigations whenever incidents involving energy infrastructure are reported. The aim, he said, is to ensure swift action and prevent situations from escalating into larger public safety concerns.
Emergency Coordination Mechanisms Strengthened
To improve response times during emergencies, energy companies were advised to immediately contact the state’s emergency helpline or local police control rooms whenever urgent situations arise. Police authorities assured stakeholders that control room personnel across Punjab would receive appropriate guidance regarding the sensitive nature of incidents involving oil and gas facilities.
Officials noted that effective communication between companies and law enforcement agencies remains essential for handling emergencies efficiently and minimizing potential risks.
Review of Industry Challenges and Security Concerns
Committee members also reviewed progress made on issues raised during previous OSCC meetings. Discussions covered the broader challenges facing the energy sector, including international supply conditions, market fluctuations, and rising fuel prices.
Participants examined how such developments could affect public sentiment and potentially encourage illegal activities such as fuel diversion or black-market operations. The meeting further assessed the overall law and order environment and considered possible threats that could target strategically important installations within Punjab.
Legal Framework and Best Practices Discussed
As part of the proceedings, officials received a detailed presentation on legal provisions governing the protection of petroleum and natural gas infrastructure. The session covered important sections of the Petroleum and Natural Gas Regulatory Board Act, the Petroleum and Minerals Pipelines Act, and relevant provisions under the Bharatiya Nyaya Sanhita that address offences affecting critical energy assets.
The committee also exchanged views on corporate social responsibility initiatives and operational best practices currently being implemented by companies in the oil and gas sector.

Concluding the meeting, ADGP Sharma emphasized the importance of the oil and gas industry to economic growth and national development. He reaffirmed the commitment of Punjab Police to work closely with all stakeholders to ensure the safety, security, and uninterrupted functioning of energy infrastructure throughout the state.
Officials stated that continued cooperation between security agencies and industry partners will remain vital in protecting essential resources and maintaining public safety.
