Education Reform – Telangana Expands Student Support With Centralised School Kit Distribution

Education Reform – The Telangana government has unveiled a comprehensive plan to strengthen public education ahead of the 2026-27 academic session. As part of the initiative, students enrolled in government and residential educational institutions across the state will receive a wide range of essential supplies, including uniforms, footwear, study accessories, and residential necessities. The move is aimed at improving learning conditions while ensuring equal access to quality resources.

Focus on Quality and Standardisation

According to an official statement, the administration has placed significant emphasis on maintaining high standards in the materials provided to students. Uniform fabric, footwear, school bags, bedding items, and other essentials are being sourced through a carefully monitored process to match the quality commonly seen in reputed private institutions.

Chief Minister Revanth Reddy has instructed officials to ensure that both the fabric and stitching of uniforms meet strict quality benchmarks. To achieve this, a substantial portion of the required material has been procured from Mafatlal, a well-known textile manufacturer.

Centralised Procurement Introduced

For the first time, Telangana has adopted a centralised procurement system for educational supplies. Previously, individual departments and residential school societies handled purchases independently, often leading to variations in quality and distribution practices.

The new approach is intended to create consistency across institutions and eliminate administrative gaps. Through a unified procurement framework, the government expects to streamline distribution and ensure that students receive supplies simultaneously.

Large-Scale Investment in Students

The state has allocated approximately Rs 687.78 crore for the distribution of uniforms and educational support materials. Officials said the government views spending on education as a long-term investment in future generations rather than a routine expenditure.

Orders have been placed for nearly 2.97 crore metres of fabric to provide two uniform sets to around 27 lakh students. While Mafatlal is supplying the majority of the fabric requirement, the Telangana State Handloom Weavers Cooperative Society (TGSCO) is contributing a significant share.

New Uniform Designs and Student Kits

The revised uniform pattern includes different colour combinations for day scholars and residential students. Girls will receive garments suited to their school requirements, including skirts and Punjabi dress sets with matching accessories.

In a major expansion of welfare measures, students in government schools will receive kits containing uniforms, white shoes, and socks. Earlier, footwear support was limited to select categories of residential schools. The latest initiative extends these benefits across all government-managed institutions.

Additional Support for Residential Schools

Students studying in BC, SC, ST, Minority Residential Schools, Kasturba Gandhi Balika Vidyalayas, and Urban Residential Schools will receive comprehensive kits. These packages will include school bags, belts, ties, identification cards, shoes, socks, bedding materials, dining utensils, trunk boxes, sportswear, and other daily-use items.

For the first time, minority residential school students will also receive tracksuits and nightwear. Government and model school students are additionally set to receive black shoes and belts under the expanded welfare programme.

Employment Opportunities for Women’s Groups

The uniform stitching programme has been assigned to women’s self-help groups, which collectively possess the capacity to produce up to one lakh uniforms daily. The government is providing a fixed stitching payment for each uniform produced.

Officials estimate that the programme will generate more than Rs 40 crore in earnings for these groups, creating a significant source of livelihood while supporting educational reforms.

Benefits for Handloom and Local Industries

A sizeable portion of the uniform and bedding material orders has been allocated to TGSCO. The organisation will supply fabric, blankets, bedsheets, and carpets, generating additional income opportunities for handloom workers across the state.

Meanwhile, the Telangana Leather Industries Promotion Corporation has been entrusted with supplying belts, ties, and identification cards. Authorities believe these orders will strengthen local industries while creating employment for artisans and manufacturing workers.

Transparent Tender Process

The government stated that all procurement contracts were awarded through a transparent national e-tendering system. Textbooks and notebooks have already been delivered to schools, with the remaining materials expected to reach students within a week.

Officials maintained that the centralised procurement model has been introduced to improve accountability, prevent irregularities, and ensure timely distribution of supplies to every eligible student across Telangana.
