Economy – The Chhattisgarh government has taken a significant step toward building a structured industry around mahua-based heritage liquor, a traditional beverage closely linked to tribal communities. The initiative is aimed at creating new income opportunities for forest-dependent households while promoting the sustainable use of natural resources available across the state. Officials believe the move could strengthen rural livelihoods and help tribal communities gain greater economic benefits from forest produce.

Government Clears Industrial Framework
The proposal received formal approval during a senior-level review meeting chaired by the state’s chief secretary. During the meeting, officials were instructed to recognize mahua-based liquor manufacturing units under the same category as agro-processing industries within the existing industrial policy framework.
The decision is expected to provide a clearer regulatory pathway for entrepreneurs interested in setting up production facilities. By bringing these units under an established industrial category, the government aims to encourage organized production while maintaining policy consistency.
Focus on Tribal Income and Value Addition
Mahua flowers have long served as an important source of seasonal earnings for tribal families. Supporters of the initiative argue that value addition through organized processing can significantly increase returns for local collectors, particularly women who are actively involved in gathering the forest produce.
According to tribal rights advocates, a structured production and marketing system could ensure that a larger share of the economic benefits remains within tribal communities. They believe that improved branding, modern production methods and market access could transform mahua into a stronger source of sustainable income.
Study of Successful Models Planned
To support implementation, state authorities have directed departments to examine similar initiatives operating in other parts of the country. Lessons from these models will be used to shape Chhattisgarh’s approach and improve the viability of the proposed industry.
The Department of Commerce will invite expressions of interest from private investors and entrepreneurs. Officials clarified that no special financial incentives beyond those already available under the state’s industrial policy will be provided. Businesses participating in the programme will also be required to disclose the rates at which they intend to purchase raw materials from suppliers.
Private Production With Government Support
Under the proposed arrangement, manufacturing activities will be handled by private enterprises, while the government will assist through marketing support, licensing facilitation and access to banking services. Authorities expect this partnership model to encourage investment while ensuring smoother market access for producers.
The Chhattisgarh State Minor Forest Produce (Trading & Development) Cooperative Federation has been designated as the nodal agency responsible for coordinating the initiative. The federation will play a central role in guiding implementation and monitoring progress.
Feasibility Study to Assess Industry Potential
A detailed feasibility assessment has also been commissioned to evaluate the long-term prospects of the industry. The study will examine the availability of mahua across the state, estimate the quantity of raw material needed for economically viable production units and assess supply chain costs.
In addition, researchers will analyse consumer demand, market opportunities and the overall commercial sustainability of mahua-based heritage liquor manufacturing. The findings are expected to help policymakers and investors make informed decisions.
Investors’ Summit Under Consideration
Stakeholders supporting the project have highlighted the historical significance of mahua and its cultural connection with tribal communities. Some advocates believe cooperative-based models could help local producers build stronger market presence and retain greater value within their communities.
To attract investment and generate industry interest, the state government is also considering the organisation of a dedicated investors’ summit focused on the emerging sector. Officials hope such efforts will encourage participation from entrepreneurs while expanding opportunities for tribal producers across Chhattisgarh.
