Union Home and Cooperation Minister Amit Shah on Saturday announced the launch of a dedicated Security Operations Centre (SOC) to provide round-the-clock cyber monitoring and security support to urban cooperative banks. The initiative comes amid growing concerns over digital transaction fraud and the need for stronger safeguards across the banking sector.

New Security Operations Centre to Monitor Cyber Threats

Speaking at the ‘Sahakar Nav-Kranti’ programme held at the BSE International Convention Hall in Mumbai, Shah underlined the importance of improving cybersecurity arrangements for cooperative banks. He also stressed the role of forensic science in investigating and preventing banking-related fraud.

Shah said cooperation with the National Forensic Science University (NFSU) would be important in strengthening the sector’s ability to deal with digital crimes and improve banking security.

NUCFDC Gets New Office in Mumbai

During the programme, Shah inaugurated the new office building of the National Urban Co-operative Finance and Development Corporation (NUCFDC) in Mumbai’s Fort area. The development is being seen as an important step in building stronger institutional support for urban cooperative banks.

Shah also suggested that the operational headquarters of the umbrella organisation should be shifted from Delhi to Maharashtra. He pointed to the concentration of banking activity in Maharashtra, Gujarat, Goa and Karnataka, saying these states together account for around 70% of the country’s banks.

According to Shah, positioning NUCFDC in Maharashtra would place the organisation closer to a major concentration of cooperative banking institutions.

Focus on Expanding Urban Cooperative Banking

The minister said the government’s objective was to expand the reach of urban cooperative banks across the country, including at the tehsil level. He said the new initiative launched on August 8 would support efforts to build a wider urban cooperative banking network.

NUCFDC is expected to play a central role by providing technical assistance and helping banks meet regulatory requirements. Its proposed support will include guidance on Reserve Bank of India compliance, software solutions, employee training and information related to banking reforms.

Shah also emphasised transparency as an important factor in strengthening confidence among depositors as well as regulatory authorities.

‘Bank in a Box’ Aims to Cut Digital Costs

Another major announcement was the introduction of the ‘Bank in a Box’ initiative for urban cooperative banks. The platform is intended to help smaller lenders access modern banking infrastructure without having to bear the high costs associated with developing such systems independently.

The proposed facilities include core banking services, digital payment capabilities and cloud-based compliance tools. Shah said the initiative could allow smaller cooperative banks to provide modern services to customers while keeping technology-related expenses under control.

Shah Urges Banks to Join NUCFDC

Shah appealed to district-level urban cooperative banks to become members of NUCFDC, saying a consolidated approach could improve depositor confidence and reduce costs. He said collective access to technology and other banking services could prove more economical than individual banks purchasing similar facilities separately.

Referring to the historic venue of the event, Shah noted the significance of the BSE in India’s financial development. He also highlighted August 8 as the date associated with Mahatma Gandhi’s Quit India movement.

The minister described the recognition of NUCFDC by the Reserve Bank of India and the opening of its new office as an important milestone for the long-awaited umbrella organisation. The initiatives announced in Mumbai are aimed at giving urban cooperative banks greater access to technology, regulatory support and cybersecurity infrastructure.
