Governance – Bihar Cabinet Approves Key Renaming and Welfare Decisions

Governance – The Bihar government has introduced a series of administrative, welfare, and infrastructure measures following a cabinet meeting held in Patna.

The Bihar government, led by the Bharatiya Janata Party, has decided to rename two prominent institutions in the state. The Sanjay Gandhi Biological Park in Patna will now be officially known as Patna Zoo, while the Sanjay Gandhi Institute of Dairy Technology has been renamed the Bihar State Institute of Dairy Technology. These decisions were finalized during a cabinet meeting chaired by Chief Minister Samrat Choudhary on Wednesday.

Renaming of Key Institutions

The Patna Zoo, established in 1973 and spread across approximately 153 acres, is one of the state’s major attractions. It houses more than 800 animals representing over 110 species. The facility was earlier named after Sanjay Gandhi, a political figure associated with the Congress party.

Similarly, the dairy technology institute, founded in 1980 and recognized by the Indian Council of Agricultural Research, provides undergraduate and postgraduate education in dairy science. The renaming reflects a broader administrative shift toward state-focused institutional identity.

Major Allocation for Power Subsidy Scheme

Among the 60-plus decisions taken during the meeting, a significant financial allocation of Rs 23,165 crore was approved for the Mukhyamantri Vidyut Upbhokta Sahayta Yojana. Under this scheme, households in Bihar receive up to 125 units of electricity free of cost every month.

Officials stated that this funding will enable the Power Department to continue offering subsidies throughout the current financial year. The initiative, originally announced in mid-2025, played a role in shaping public support during the assembly elections held later that year.

Expansion of Higher Education Infrastructure

The cabinet also cleared a proposal to establish new degree colleges in 208 blocks that currently lack such facilities. A budget of Rs 104 crore has been earmarked for this initiative under the Saat Nischay-3 programme.

To support these institutions, more than 9,000 teaching and non-teaching positions will be created. Each college will receive financial assistance to upgrade existing buildings and begin academic operations. Officials indicated that the move aims to improve access to higher education in underserved regions.

Focus on Social Welfare and Healthcare

In another important decision, the government approved the establishment of a Centre of Excellence dedicated to autism treatment. The facility will be developed in the Gardanibagh area of Patna, with land already allocated for the project. This initiative is expected to strengthen specialized healthcare services in the state.

Additionally, financial support for students living in SC/ST hostels has been increased. Monthly stipends have been doubled from Rs 1,000 to Rs 2,000, providing greater assistance to students from disadvantaged backgrounds.

Infrastructure and Connectivity Projects

The cabinet also gave approval to several major road and connectivity projects. These include the development of the Bidupur-Dighwara North Ganga Path, the Darihara-Konhwa to Gopalganj-Dumariya Ghat four-lane road, and the Buxar-Ara-Maner Ganga Path. A new bridge over the Falgu River in Gaya will also be constructed to improve connectivity between industrial areas and National Highway 99.

These projects are expected to enhance transportation networks and support economic activity across multiple districts.

Investment in School Education

To improve school-level education, the government has planned to develop one model school in every block. These schools will be equipped with modern science laboratories, computer facilities, and smart classrooms. An estimated Rs 800 crore will be spent on this initiative during the 2026–27 financial year.

Land Allocation for Fashion Institute

In a separate decision, the government approved the allocation of 2.34 acres of land in Patna for the National Institute of Fashion Technology. The land will be leased for 30 years on a renewable basis, paving the way for the institute’s expansion in the state.

These decisions collectively reflect the government’s focus on administrative restructuring, infrastructure growth, and welfare-driven policies.
