Parliament – Congress MPs Seek Debate on Student Protest Action and Defection Law
Parliament –Congress MP Manickam Tagore has submitted an adjournment motion in the Lok Sabha, seeking an immediate discussion on the police response during a student demonstration held at Delhi’s Jantar Mantar on July 20, 2026. In his notice, Tagore urged the House to examine allegations that excessive force was used to disperse protesters and called on the Union government to provide a detailed explanation of the events. He also requested a statement from Union Home Minister Amit Shah, saying the matter deserves parliamentary attention because of its implications for democratic rights and public accountability.
Concerns Raised Over Police Response
According to the motion, reports surrounding the protest have sparked concerns over the methods allegedly employed by law enforcement personnel. Tagore referred to claims that measures such as lathi charges, tear gas, pellet guns, and water cannons were used during the operation. He further alleged that women students were among those affected and said the reported injuries have generated widespread concern. The Congress leader argued that these claims should be examined through a transparent and impartial process to establish the facts.
Questions on Decision-Making and Procedure
In his submission, Tagore sought clarity on several aspects of the police action. He asked the government to explain who approved the operation and under whose authority it was conducted. He also questioned whether the crowd-control measures complied with existing laws, standard police procedures, and constitutional protections related to peaceful public gatherings.
The motion additionally requested information on whether pellet guns, tear gas, water cannons, or other methods were actually deployed during the protest. It also sought official figures regarding the number of students, including women, who were injured, detained, or arrested as a result of the incident.
Demand for Judicial Inquiry and Withdrawal of Cases
Tagore has urged the Centre to establish an independent, impartial, and time-bound judicial inquiry to determine the circumstances surrounding the protest and identify responsibility if any violations occurred. He argued that an external investigation would help ensure transparency and public confidence in the findings.
The Congress MP also appealed for the withdrawal of all FIRs registered against students in connection with the Delhi protest. He further sought an assurance from the government that peaceful demonstrations and democratic dissent would not be met with criminal proceedings or coercive action in the future. His notice also recommended that authorities engage directly with students to address their concerns through dialogue rather than enforcement measures.
Appeal for Accountability
In the concluding part of his motion, Tagore stated that if a judicial inquiry ultimately finds that the force used against protesters was excessive or unjustified, the Prime Minister should express regret and offer an apology to the affected students before Parliament.
Manish Tewari Seeks Discussion on Anti-Defection Law
Separately, Congress MP Manish Tewari submitted another adjournment motion calling for a debate on strengthening India’s anti-defection framework. Tewari argued that existing provisions require a fresh review to address instances of large-scale political defections that, according to him, are motivated by political advantage rather than ideological or policy differences.
His notice proposed suspending Question Hour, Zero Hour, and other scheduled business to allow a full discussion on the issue. Tewari maintained that any revised law should discourage opportunistic political switching while continuing to safeguard genuine dissent and independent expression both within Parliament and in state legislatures.
