Parliament – Lok Sabha Set to Debate Key MSME Bill and Several Legislative Proposals
Parliament –The Lok Sabha is expected to witness another important day of legislative activity as members prepare to deliberate on several significant Bills during the ongoing Monsoon Session. Among the major items listed for discussion is the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, which is scheduled for consideration and passage in the Lower House after receiving approval in the Rajya Sabha. The agenda also includes multiple private members’ Bills addressing issues ranging from rehabilitation and social welfare to regional governance and public safety.
MSME Amendment Bill Takes Centre Stage
Union Minister for Micro, Small and Medium Enterprises Jitan Ram Manjhi is set to move the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026 for consideration in the Lok Sabha. The proposed legislation seeks to update provisions of the MSME Development Act, 2006, with the objective of strengthening the legal framework governing the country’s micro, small and medium enterprises. The Bill has already been cleared by the Rajya Sabha and now awaits approval in the Lower House.
Private Members’ Bills Cover Diverse Issues
Apart from government business, Parliament is also expected to consider several private members’ Bills. Congress MP Shashi Tharoor will present the Kashmiri Pandits (Recourse, Restitution, Rehabilitation and Resettlement) Bill, 2025. The proposed legislation focuses on measures for the social, political and economic rehabilitation of Kashmiri Pandits, while also seeking safeguards for their properties, preservation of cultural heritage, enhanced security and a structured rehabilitation and resettlement package.
Congress MP K.C. Venugopal is scheduled to introduce the Fishermen (Protection and Welfare) Bill, 2024. The proposal aims to improve the welfare of fishermen across coastal states and Union Territories through the creation of a Fishermen Welfare Board. The board would be responsible for administering a dedicated welfare fund intended to support the fishing community.
Another private member’s proposal comes from Jammu and Kashmir National Conference MP Aga Syed Ruhullah Mehdi, who is expected to introduce the Jammu and Kashmir Public Safety (Amendment) Bill, 2025. The Bill proposes amendments to Section 10 of the Jammu and Kashmir Public Safety Act, 1978.
Opposition Plans Meeting and Protest
Even as legislative work continues, Opposition parties are preparing a coordinated political response during the Monsoon Session. Leaders from Opposition parties in both Houses of Parliament are scheduled to meet on Friday morning to formulate their strategy for the remaining sittings of the session.
Following the meeting, Opposition Members of Parliament are expected to stage a demonstration at Makar Dwar of the Parliament complex. The protest is intended to highlight concerns over the police action at Jantar Mantar on July 20 and allegations related to donations collected for the Ram Mandir in Ayodhya. These issues have repeatedly led to disruptions inside Parliament since the session began.
Taxation Amendment Bill Cleared in Lok Sabha
In a separate development, the Lok Sabha has passed the Taxation and Other Laws (Amendment) Bill, 2026 through a voice vote. The legislation was introduced by Finance Minister Nirmala Sitharaman and received approval without a detailed discussion as Opposition members continued their protests over their pending demands.
The Bill proposes amendments to the Payment and Settlement Systems Act, 2007, the Income-tax Act, 2025 and the Finance Act, 2026. According to the government, the proposed changes are intended to encourage investment, strengthen domestic manufacturing, improve tax certainty and replace the Income-tax (Amendment) Ordinance, 2026.
More Legislative Business Expected Next Week
Parliament is also expected to take up the Foreign Contribution (Regulation) Amendment Bill, 2026 on August 12. The proposed legislation is likely to be discussed amid continuing disruptions in both Houses, as Opposition parties persist with their protests during the Monsoon Session. With several important Bills awaiting debate and political disagreements continuing alongside legislative proceedings, the coming days are expected to remain significant for Parliament.
