Crime – Delhi Police Arrest Proclaimed Offender Wanted in 2014 Theft Case

Crime – The Central District Police have arrested a proclaimed offender who had remained out of the reach of law for several years in connection with a theft case registered in 2014. The arrest was made during a focused operation conducted by officers from Police Station Dariyaganj after sustained surveillance and intelligence-based tracking.

Special Drive Leads to Arrest

According to an official statement issued by the Central District Police on Saturday, the arrest was part of an ongoing campaign aimed at locating and apprehending proclaimed offenders who have been avoiding court proceedings. Officials said the initiative is intended to ensure that individuals facing criminal charges are brought back into the legal process.

The accused has been identified as Malkhan, also known as Saleem, 33, a resident of Ghaziabad in Uttar Pradesh. Police stated that he had remained absconding for years in an effort to avoid appearing before the court. Investigators continued monitoring his movements through technical surveillance and intelligence gathered from local sources before locating him.

Police Team Conducted Extensive Search

To trace the accused, a dedicated team consisting of Head Constable Mahaveer, Head Constable Sunil, and Constable Bhupender was formed under the supervision of the Station House Officer of Police Station Dariyaganj and the Assistant Commissioner of Police, Dariyaganj.

Officials said the team carried out repeated search operations, including visits to locations linked to the accused. Although earlier efforts did not lead to his arrest, investigators continued collecting technical evidence while relying on confidential information to monitor his possible whereabouts.

Tip-Off Results in Successful Operation

Police received specific information on July 24 indicating that the accused was present near the Kashmiri Gate Bus Stop in Delhi. Acting immediately on the intelligence input, the police team reached the location and identified the suspect with the assistance of the informer.

The operation concluded successfully when officers apprehended Malkhan alias Saleem at the bus stop without delay. The arrest marked the end of a prolonged search that had continued for several years.

Court Records Confirmed Proclaimed Offender Status

During verification, investigators confirmed that the accused had been declared a proclaimed offender by the Court of Dr. Raj Kumar Singh, JMFC-05, Central, Tis Hazari Courts, on January 13, 2026.

Police said the declaration was issued in connection with FIR No. 401/2014 registered at Police Station Dariyaganj under Sections 379, 356, 411, and 34 of the Indian Penal Code. The court order had been issued after the accused repeatedly failed to participate in the judicial proceedings related to the case.

Police Cite Extensive Criminal Background

Authorities also disclosed that the accused has a long criminal record. According to police, as many as 54 criminal cases have been registered against him over the years, indicating repeated involvement in various offences.

Officials described him as a habitual offender and said his arrest represents an important step in ongoing efforts to identify and apprehend individuals who evade the justice system for extended periods.

Further Legal Process Underway

Following his arrest, the accused has been taken into police custody, and the legal process is continuing in accordance with applicable laws. The Central District Police stated that the operation reflects its continued commitment to tracing proclaimed offenders and ensuring that pending criminal cases move forward through the judicial system.
