Pension Reform – State Opens One-Time Window for Eligible Employees to Shift to Old Pension Scheme

Pension Reform – The State government has introduced a one-time opportunity for a specific category of employees currently covered under the Contributory Pension Scheme (CPS) to switch to the Old Pension Scheme (OPS). The decision applies only to employees whose recruitment process began before September 1, 2004, but who entered government service on or after that date, subject to the conditions laid down in the latest government order.

The State government on Monday issued detailed instructions explaining the eligibility criteria and the procedure that affected employees must follow to exercise this option. The move is expected to benefit those whose recruitment was initiated before the implementation of the Contributory Pension Scheme but whose appointments were completed after the new pension system came into effect.

Eligibility Linked to Recruitment Notification

According to the government order, the deciding factor for eligibility is the date on which the recruitment notification or advertisement inviting applications for a government post was issued. To qualify for the one-time migration to the Old Pension Scheme, the recruitment notification must have been published before September 1, 2004.

The government clarified that the recruitment process should have officially commenced before the cut-off date through a notification or advertisement issued by the concerned recruiting authority. Employees seeking to avail themselves of the option will be required to produce documentary evidence confirming the date of the recruitment notification.

Officials said this condition has been introduced to ensure that only those whose selection process had started before the transition to the Contributory Pension Scheme are considered eligible under the new provision.

Employees Covered Under CPS Can Apply

The order specifically applies to employees who joined government service on or after September 1, 2004, against recruitment notifications released before that date and who are presently enrolled under the Contributory Pension Scheme.

Such employees may choose to move to the Old Pension Scheme by exercising the option within the prescribed period. The government has made it clear that eligibility will depend on compliance with all the conditions mentioned in the notification, including submission of the required supporting records.

Authorities expect applicants to provide copies of the original recruitment notification, appointment order and joining report along with the prescribed application format while submitting their request.

Three-Month Deadline for Exercising Option

Eligible employees have been given a period of three months to submit their applications along with all supporting documents. The government has advised applicants to ensure that the information furnished is complete and accurate to avoid delays in processing their requests.

The order also specifies that the decision to opt for the Old Pension Scheme will be treated as final. Once an employee exercises the option, it cannot be withdrawn or modified at a later stage.

Officials have urged eligible employees to carefully examine the eligibility conditions before making their choice, as the option carries long-term financial implications related to retirement benefits.

Existing CPS Membership Continues for Others

The government has also clarified that employees who either do not qualify under the prescribed conditions or choose not to exercise the one-time option within the stipulated period will continue to remain under the Contributory Pension Scheme.

With the notification now in force, departments are expected to facilitate the application process and verify supporting documents submitted by eligible employees before forwarding them for further action under the government guidelines.
