The move comes after growing concerns over the large quantity of soil and debris stored near the project area following a recent debris slip incident. The panel has been asked to conduct a scientific assessment and recommend the safest method for clearing the material while ensuring public safety and environmental protection.

Government Orders Scientific Assessment
The decision was finalized during a high-level meeting chaired by the Chief Minister, with the participation of the Home Minister and the Public Works Minister. According to the state government, the committee will inspect conditions at the tunnel construction site and submit a detailed report outlining appropriate measures for the removal and disposal of the accumulated soil. The government believes that expert guidance is essential before further action is taken at the location.
The Chief Minister also shared the announcement through a post on X, confirming that the expert panel has been established to study the issue and provide recommendations based on technical findings.
Expert Committee Members Announced
The newly appointed committee consists of Dr. Santhosh G. Thampi, Professor at NIT Calicut, environmental scientist Dr. Jude Emmanuel from the Directorate of Environment and Climate Change, who will serve as the convenor, and a representative from the National Centre for Earth Science Studies (NCESS). Together, the panel will examine the stability of the site and recommend scientifically sound methods for handling the accumulated excavated material.
Officials expect the committee’s report to assist the government in making informed decisions while minimizing environmental risks and ensuring the safety of nearby residents and workers.
Concerns Raised After Debris Slip Incident
The formation of the committee follows the recent debris slip in the Kalladi area of Wayanad, where stored excavated soil became a major point of concern. The incident prompted fresh scrutiny of construction practices at the tunnel project, with authorities examining whether proper safety procedures had been followed during the handling of excavated material.
The government has indicated that the findings of the expert panel will help determine the next course of action and improve safety measures at the project site.
Earlier Directions to Remove Excavated Material
Earlier this week, the Chief Minister stated that the excavated soil and debris stored near the tunnel construction area had contributed to the debris slip. He said local authorities had already instructed the contractor to remove the material well before the incident occurred.
According to the Chief Minister, both the Wayanad District Collector and the District Disaster Management Authority had issued directions on June 20 asking the contractor to clear the accumulated soil. He further noted that similar instructions were also given by the Public Works Department, but those directions were reportedly not carried out.
The Chief Minister explained that continuous rainfall had turned the stored soil into a muddy mass, increasing the possibility of slope instability. He added that disaster management officials had specifically recommended immediate removal after inspecting the location.
Wider Safety Review Across Highway Projects
Beyond the Kalladi Tunnel project, the Kerala government has also expressed concern about safety practices at National Highway construction sites across the state, particularly with the monsoon season underway. The administration has directed District Collectors to identify vulnerable locations, conduct inspections, and monitor ongoing construction activities more closely.
Officials have reportedly received complaints regarding possible shortcomings in safety compliance at several highway projects. The government has emphasized that stricter supervision and timely preventive measures are necessary to reduce the risk of accidents during periods of heavy rainfall.
