Speaking before supporters at a Maryland Democratic Party fundraising gala in Hanover, Biden criticized several redevelopment projects taking place in Washington, DC. He questioned changes made to the White House East Wing, proposals linked to a triumphal arch, and the extensive renovation of the Lincoln Memorial Reflecting Pool.
According to Biden, these projects reflected an administration that was paying greater attention to appearances than to addressing national challenges. He suggested that government resources should instead be directed toward issues that directly affect American citizens rather than large-scale cosmetic changes in the nation’s capital.
Sharp Remarks on January 6 Pardons
Biden also condemned the administration’s handling of people involved in the January 6, 2021, attack on the US Capitol. He criticized efforts to provide financial or institutional support to individuals who later received presidential pardons from Trump.
Reacting to those decisions, Biden openly expressed disbelief and referred to Trump as “a loser,” making it one of the most striking moments of his speech before party supporters.
Allegations Over Reflecting Pool Contract
Another major focus of Biden’s remarks was the contract awarded for installing a new water filtration system at the Lincoln Memorial Reflecting Pool. He questioned why the project was reportedly given without a competitive bidding process to a businessman who had donated to Trump’s political campaign and lives near Trump’s Mar-a-Lago property in Florida.
Calling the situation an example of serious misconduct, Biden accused the administration of engaging in what he described as unprecedented corruption. He argued that such decisions damaged public confidence in the federal government and raised concerns about transparency in awarding major public contracts.

Turning to international affairs, Biden criticized Trump’s approach to global diplomacy, particularly his position regarding Russian President Vladimir Putin after Russia’s 2022 invasion of Ukraine.
He argued that Trump’s policies have weakened long-standing alliances and reduced the influence of the United States on the world stage. Biden also claimed that America’s relationship with NATO has suffered under the current administration, saying the country’s global standing has declined significantly during Trump’s presidency.

Biden’s address came exactly two years after his widely criticized televised debate performance against Trump in 2024, an event that ultimately led him to end his re-election campaign. Following his withdrawal, then Vice President Kamala Harris became the Democratic nominee but was defeated by Trump in the November 2024 presidential election, allowing Trump to return to the White House for a second term.
