Immigration – Haldia Port Added to India’s Expanding Immigration Network
Immigration – India has expanded its immigration infrastructure by officially designating Haldia Port in West Bengal as an authorised immigration checkpoint. With this addition, the total number of immigration-enabled seaports in the country has risen to 41, reflecting the government’s continued efforts to strengthen border management and facilitate international maritime movement.
Official Notification Issued by Home Ministry
The Union Ministry of Home Affairs (MHA) announced the decision through a notification issued under the Immigration and Foreigners Act, 2025. The amendment updates the existing list of authorised immigration checkpoints and revises an earlier Gazette notification that was published on September 1, 2025.
Under the latest amendment, Haldia has been included in Category II, which covers seaport-based immigration facilities. A new entry identifying Haldia in West Bengal has been incorporated into the authorised list, allowing the port to process immigration formalities for international travellers, ship crew members and other eligible passengers.
Strategic Importance of Haldia Port
Situated along the Hooghly River and located roughly 120 kilometres southwest of Kolkata, Haldia Dock Complex serves as one of eastern India’s most significant maritime hubs. Operating under the Syama Prasad Mookerjee Port, Kolkata, the facility handles a wide range of cargo, including petroleum products, chemicals, containers and bulk commodities.
Its strategic location has made Haldia an important gateway for maritime trade in the eastern region. The latest recognition is expected to enhance the port’s operational capabilities and support its growing role in international shipping activities.
Expected Benefits for International Travel and Trade
Officials believe the move will simplify immigration procedures for foreign nationals arriving by sea, as well as for seafarers and cruise passengers. The availability of immigration services at Haldia is expected to reduce logistical challenges and improve efficiency for vessels engaged in international routes.
The development is also likely to strengthen connectivity between India and overseas destinations through maritime channels. By enabling immigration clearance at the port, authorities aim to support smoother passenger movement while reinforcing regulatory oversight.
Part of Ongoing Immigration Reforms
The inclusion of Haldia forms part of a broader effort to modernise and expand the country’s immigration framework. The central government has introduced several updates to immigration infrastructure over the past year, with previous amendments to the authorised checkpoint list issued in November 2025 and May 2026.
These changes indicate a continued focus on improving facilities at major transport hubs and ensuring that immigration services keep pace with increasing international movement.
Growing Network of Immigration-Enabled Ports
The latest decision follows a similar move made recently when three ports in Gujarat—Dahej, Sikka and Tuna Tekra—were granted authorised immigration checkpoint status under the same legislation. With Haldia now joining the network, India is further extending its capacity to manage international maritime passenger traffic.
Industry observers note that the expansion of immigration facilities at key ports could support future growth in trade-linked travel, cruise tourism and international shipping operations, particularly along the eastern coastline where maritime activity continues to rise.
