MetroDevelopment – Navi Mumbai Metro Expansion Plans Advance With TOD Approval
MetroDevelopment – The Maharashtra government has granted in-principle approval for Transit-Oriented Development (TOD) along Navi Mumbai Metro Lines 1A and 2, marking a significant step toward strengthening urban infrastructure and transport connectivity in the region. Alongside this decision, the City and Industrial Development Corporation (CIDCO) is set to be designated as the special planning authority for key metro corridors under the provisions of the Maharashtra Regional and Town Planning Act, 1966.

Focus on Planned Urban Growth
The approval covers the 3.02-kilometre Metro Line 1A connecting CBD Belapur and Sagar Sangam, as well as the 14.07-kilometre Metro Line 2 linking Pendhar with the upcoming Navi Mumbai International Airport Terminal 4. Both projects are part of a larger metro expansion initiative valued at approximately ₹5,575 crore.
Authorities believe the TOD framework will encourage coordinated development around metro stations, promoting better land use, improved accessibility, and enhanced public transport integration across growing residential and commercial zones.
CIDCO’s Expanded Planning Role
CIDCO is expected to oversee planning and development across the Belapur-Pendhar, Belapur-Sagar Sangam, and Pendhar-Airport corridors. The proposed planning jurisdiction covers nearly 196.7 square kilometres.
Several important locations, including CBD Belapur, Kharghar, Taloja, Pendhar, Kalamboli, Roadpali, and Kamothe, are likely to benefit from more structured development around metro stations. Officials anticipate that integrated planning will help improve connectivity while supporting future economic and residential growth.
Metro Line 8 Moves Into Next Phase
Meanwhile, progress has accelerated on the proposed Metro Line 8, also known as the Gold Line, which is planned to connect Mumbai and Navi Mumbai airports. CIDCO has initiated the process of appointing a consultant for the corridor and has already invited tenders for the assignment.
The new metro route has received approval and is expected to offer a direct travel option between Chhatrapati Shivaji Maharaj International Airport and Navi Mumbai International Airport. The project aims to improve airport access and reduce travel time for passengers moving between the two metropolitan regions.
Major Project Features
Metro Line 8 is proposed as a 35-kilometre corridor with 20 stations. The estimated project cost stands at around ₹29,000 crore, and authorities are targeting passenger operations by 2029.
The route is expected to pass through several important locations, including Kurla, Lokmanya Tilak Terminus, Vashi, Nerul, Seawoods, and Targhar. The project also includes plans for a new creek bridge near Thane to strengthen regional connectivity.
Environmental Clearances and Approvals
The consultant appointed for Metro Line 8 will be tasked with securing all statutory approvals required for the project. This includes permissions related to Coastal Regulation Zone regulations, mangrove protection, wildlife conservation, forest authorities, flamingo habitats, and salt pan land management.
Officials have set a timeline of 15 months for obtaining the necessary clearances. The consultant will also prepare Environmental Impact Assessment reports and environmental management plans. Additional responsibilities include surveying trees along the proposed alignment and developing measures to protect ecologically sensitive areas, particularly mangrove zones.
Public-Private Partnership Model
Metro Line 8 will be implemented through a Public-Private Partnership (PPP) model. Of the total route length, approximately 25.5 kilometres will consist of elevated tracks with 14 stations, while the remaining 9.5 kilometres will run underground with six stations.
A metro depot covering around 27.2 hectares is proposed on salt pan land at Mandale near the Inter State Bus Terminus in Mankhurd. Authorities view the project as a major transportation investment that could significantly enhance mobility between Mumbai and Navi Mumbai while supporting future urban expansion.
