Officials are currently focused on completing a range of operational requirements, including aviation approvals, aircraft arrangements, pilot availability and coordination among multiple agencies to ensure the exercise can be conducted without delays.

Focus on Advance Planning
Cloud seeding is a weather-modification method designed to increase the likelihood of rainfall from existing clouds. The technique involves releasing substances such as silver iodide and other approved compounds into moisture-bearing clouds, helping encourage the formation of raindrops or ice crystals that may eventually fall as rain.
Authorities involved in the project are placing significant emphasis on advance planning after previous attempts highlighted several logistical difficulties. Sources familiar with the process said that obtaining permissions and coordinating resources within a narrow operational window proved challenging in the past, making timely execution difficult even when weather conditions appeared favourable.
Aviation Clearances Remain Critical
One of the most important aspects of the current preparations is securing the necessary flight-related approvals before the opportunity for cloud seeding arises. Officials are working on arranging aircraft and trained pilots while also coordinating with agencies responsible for airspace management and flight operations.
According to sources, cloud-seeding missions depend heavily on precise timing. Once meteorological conditions become suitable, authorities often have only a limited period to launch operations. Any delay in obtaining clearances or mobilising resources can reduce the effectiveness of the exercise or result in missed opportunities altogether.
Technical Work Led by IIT-Kanpur
While government departments are concentrating on operational readiness, the scientific and technical framework for the project is being developed by IIT-Kanpur. The institute is working on the research and implementation aspects required to support the proposed weather-modification exercise.
Officials noted that scientific planning alone is not enough to ensure success. The practical side of the operation, including aircraft deployment, scheduling and inter-agency coordination, is equally important. As a result, efforts are underway to complete as many administrative requirements as possible well before suitable cloud conditions emerge.
Lessons From Earlier Attempts
People familiar with the matter said earlier cloud-seeding efforts faced hurdles because several permissions and logistical arrangements had to be secured within a short timeframe. Since the operation involves coordination among multiple organisations, even minor delays can create significant obstacles.
Learning from those experiences, authorities are now attempting to establish a framework that allows faster execution when meteorological conditions align. The objective is to reduce dependence on last-minute approvals and ensure that operational teams can respond quickly.

Officials involved in the planning process said the broader goal is to create a system capable of acting immediately when favourable atmospheric conditions become available.
