UkraineAid – The European Union is preparing to strengthen its backing for Ukraine while increasing economic pressure on Russia through a fresh package of restrictive measures. Senior EU officials confirmed that a major financial support programme for Ukraine is ready to move forward, with an initial allocation focused on enhancing the country’s drone capabilities.
New Sanctions Package Under Consideration
Speaking after an informal gathering of European Union defence ministers, European Commission Vice President Kaja Kallas revealed that officials have proposed a new round of sanctions aimed at expanding pressure on Russia. The proposed measures include more than 80 additional listings targeting entities and individuals linked to Russia’s defence manufacturing sector, human rights concerns, and information campaigns supporting the war effort.
According to Kallas, the proposals will be reviewed during the upcoming Foreign Affairs Council meeting, where member states are expected to discuss further steps to limit Russia’s ability to sustain military operations.
Expanded Defence Cooperation With Ukraine
EU ministers also discussed ways to deepen defence collaboration with Ukraine. Particular attention was given to strengthening air defence systems, which Ukrainian authorities have repeatedly described as a critical requirement amid ongoing attacks.
Kallas noted that cooperation should extend beyond immediate military assistance. She emphasized the importance of encouraging the production of Ukrainian defence technologies within the European Union while also supporting the establishment of European defence companies inside Ukraine. Such initiatives, she said, would help build long-term industrial partnerships and improve security capabilities on both sides.
First Funding Tranche Focused on Drone Production
The European Commission official confirmed that a EUR90 billion loan programme designed to support Ukraine has reached the implementation stage. The first payment, valued at EUR5.9 billion, is expected to be released during the current month and will primarily support drone-related projects.
The funding forms part of broader European efforts to help Ukraine maintain its defence capacity while addressing urgent military requirements created by the ongoing conflict.
Zelenskyy Holds High-Level Meetings in Britain
The latest EU developments coincided with Ukrainian President Volodymyr Zelenskyy’s visit to the United Kingdom. During the two-day trip, Zelenskyy met King Charles III and held discussions with British Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz under the E3-Ukraine framework.
Following his meeting with King Charles III, Zelenskyy publicly expressed gratitude for the United Kingdom’s continued support. He praised both the British monarch and the British public for standing alongside Ukraine throughout the conflict.
Focus on Air Defence and Winter Readiness
During talks with Prime Minister Starmer, Zelenskyy highlighted Ukraine’s need for additional missiles and air defence resources. Discussions also covered support for protecting energy infrastructure and preparations for the upcoming winter season, when energy systems often face increased pressure.
Diplomatic Engagement Ahead of G7 Discussions
On his way to the United Kingdom, Zelenskyy also met US Special Envoys Steve Witkoff and Jared Kushner during a stop at Chisinau Airport. The discussions focused on developments surrounding the conflict and expectations for upcoming international meetings, including the G7 Summit.
The Ukrainian leader later spoke with French President Emmanuel Macron to coordinate diplomatic efforts following the London meetings and to review conversations held with the US representatives.
Zelenskyy stressed the importance of maintaining diplomatic engagement alongside military support. He stated that every available opportunity should be used to advance negotiations and seek progress toward ending the conflict. He also underscored the significance of achieving meaningful outcomes through upcoming G7-related discussions and other international forums scheduled in the coming weeks.
