Agreement Reached During Washington Meetings
The breakthrough emerged from the fourth round of trilateral discussions held at the US State Department on June 2 and June 3. Representatives from Israel, Lebanon and the United States participated in the talks, focusing on security concerns, border stability and mechanisms designed to prevent future conflict.
US officials announced that both governments had accepted the implementation of a ceasefire plan following intensive diplomatic engagement. The arrangement is linked to specific security commitments that each side has agreed to pursue in the coming weeks.
Conditions Attached to the Ceasefire
According to a joint declaration issued after the meetings, the ceasefire depends on a complete halt to military activity by Hezbollah and the withdrawal of its personnel from the area south of the Litani River. The participating governments described these measures as essential steps toward reducing the risk of renewed hostilities.
The agreement also outlines plans to establish pilot security zones where only the Lebanese Armed Forces will be responsible for maintaining authority. Officials said the proposed zones would allow the Lebanese military to exercise exclusive control and strengthen state authority in southern Lebanon. The United States pledged continued assistance to help the Lebanese Armed Forces enhance their operational capabilities and extend effective governance throughout Lebanese territory.

Israel and Lebanon reaffirmed that they do not seek conflict with one another and expressed support for maintaining direct communication channels. Both sides agreed to continue discussions aimed at addressing unresolved issues, building mutual confidence and exploring pathways toward a wider political and security understanding.
Participants also emphasized that decisions regarding future relations between the two countries should be determined solely by their respective governments. The statement rejected any attempt by external actors or non-state organizations to influence Lebanon’s future direction.
Focus on Broader Security Challenges
A major portion of the discussions centered on regional security concerns and the impact of armed groups operating across the Middle East. Delegations reviewed a security framework that builds upon previous consultations held at the Pentagon in late May.
The proposed framework is designed to protect the sovereignty and territorial integrity of both nations while preventing the return of armed organizations outside state control. Officials described the initiative as a key component of long-term regional stability.
The joint statement also criticized actions that contribute to instability across the Middle East, including support for proxy groups and activities viewed as threatening regional security.
Different Priorities Highlighted by Both Governments
Israeli representatives reiterated their position that lasting security requires the disarmament of Hezbollah and the dismantling of its military infrastructure throughout Lebanon. Lebanese officials, meanwhile, stressed the importance of respecting internationally recognized borders, preserving territorial integrity and maintaining full national sovereignty.
Beirut also reaffirmed its commitment to strengthening state institutions and expanding the reach of the Lebanese Armed Forces with continued international support.
Next Round of Talks Scheduled
The parties agreed to resume political and security discussions during the week of June 22. Until then, the United States will continue serving as a mediator and facilitating communication between both governments.
The latest diplomatic effort follows months of heightened tensions along the Israel-Lebanon frontier and comes amid broader instability across the region involving Iran-backed groups. Washington has consistently advocated stronger state control in southern Lebanon and measures aimed at limiting the influence of armed non-state actors near Israel’s northern border.
