New Financial Measures Announced for Government Departments

A few days after suspending all official foreign trips for government employees until further orders, the Delhi administration has now directed departments to lower domestic travel expenses by 25 percent compared to the previous financial year. The decision applies to officers, staff members, and various public institutions operating under the state government.

According to a communication issued by the finance department, the latest measures are intended to improve fiscal discipline and prevent avoidable expenditure at a time when international economic conditions continue to impact India’s financial environment. Officials said rising fuel prices and concerns surrounding global energy supply chains have contributed to increasing pressure on government budgets.

Departments Asked to Stay Within Allocated Budgets

The order makes it mandatory for all departments to carefully manage travel-related expenses and remain within sanctioned budget limits. Authorities have been instructed to ensure that the reduction target is achieved without affecting essential governance functions.

The directive also highlights the need for officials to make prudent decisions while booking air travel for official work. Officers have been advised to choose travel options that align with budget restrictions and avoid unnecessary spending on higher travel classes unless absolutely required.

Finance department officials stated that these steps are part of a wider effort to ensure responsible utilisation of public funds during a period of economic uncertainty.

Increased Focus on Video Conferencing

To further reduce expenditure, departments have been encouraged to rely more heavily on virtual meetings and digital communication platforms. The government communication specifically recommended the use of video conferencing for meetings, seminars, and conferences, particularly when officers would otherwise need to travel long distances.

Officials believe that wider adoption of online meetings could significantly lower transportation and accommodation costs while also improving administrative efficiency. However, the government clarified that exceptions may be allowed in emergency situations or cases requiring urgent official presence.

In such circumstances, relaxation of the restrictions can be approved by the chief minister or the finance minister after proper review.

Order Covers Multiple Government Institutions

The latest spending control measures will not be limited to government secretariat departments alone. The directive will also apply to autonomous bodies, local authorities, boards, corporations, academies, societies, and institutions receiving government grants under the administrative supervision of the Delhi government.

Administrative secretaries and heads of departments have been asked to ensure full compliance with the instructions and monitor implementation at every level. Senior officials are expected to regularly review expenditure patterns to confirm adherence to the revised financial targets.

Austerity Campaign Linked to Larger Self-Reliance Initiative

The move comes shortly after the Delhi government launched a 90-day campaign focused on promoting resource conservation and self-reliance. As part of that initiative, several departments have already adopted cost-saving practices intended to reduce operational expenses.

One of the major changes introduced earlier includes a two-day work-from-home arrangement for employees in non-essential public service departments. Officials believe the system can help lower electricity use, transportation expenses, and administrative costs while maintaining government operations.

The government has maintained that essential public services will continue without disruption despite the implementation of these financial restrictions. Authorities also indicated that further reviews may be conducted depending on future economic conditions and administrative requirements.
