Diplomacy – US Secretary of State Marco Rubio arrived in Kolkata on Saturday morning, beginning a four-day visit to India that is expected to focus on strengthening strategic cooperation between Washington and New Delhi. His arrival marks the first visit by a senior American diplomat of his rank to the eastern city in more than a decade.

Symbolic Visit to Missionaries of Charity

Soon after reaching Kolkata, Rubio visited the Mother House of the Missionaries of Charity and the nearby Children’s Home associated with Saint Teresa’s humanitarian work. The visit carried cultural and diplomatic importance, reflecting an effort to connect with the city’s historical and social identity. The last US Secretary of State to visit Kolkata was Hillary Clinton during her India tour in 2012.

Rubio was welcomed at the airport by US Ambassador to India Sergio Gor, who later confirmed through a social media statement that the American diplomat would continue his journey to New Delhi for high-level meetings with Prime Minister Narendra Modi and other senior Indian officials.

Focus on Strategic Cooperation

The India visit comes at a time when both countries are seeking deeper collaboration in several important sectors, including defence, trade, advanced technology, and energy security. Officials from both sides are also expected to discuss regional developments in the Indo-Pacific region and the growing role of the QUAD alliance.

According to diplomatic sources, Rubio’s meetings in India will aim to strengthen bilateral coordination amid changing global geopolitical conditions. The US administration has repeatedly described India as a critical strategic partner in Asia.

Energy Partnership Discussions Gain Importance

Before departing for India, Rubio stated during a media interaction in Miami that the United States is ready to expand energy exports to India significantly. He indicated that discussions are already underway between the two governments regarding increased supplies of American oil and gas.

The remarks come as India continues to manage challenges linked to fluctuating global fuel prices and shipping concerns connected to tensions near the Strait of Hormuz. Rubio suggested that Washington wants to become a more dependable energy partner for India as global markets remain uncertain.

He also hinted at the possibility of broader cooperation involving alternative crude supply arrangements, including discussions connected to Venezuelan oil exports.

QUAD Meeting in New Delhi

Rubio’s India visit is closely linked to the upcoming QUAD foreign ministers’ meeting scheduled to take place in New Delhi on May 26. The QUAD grouping includes India, the United States, Australia, and Japan, and is focused on promoting stability and cooperation in the Indo-Pacific region.

India is hosting the ministerial meeting under the leadership of External Affairs Minister S Jaishankar. Senior officials from all four countries are expected to discuss maritime security, regional economic cooperation, technological partnerships, and emerging geopolitical concerns in West Asia and the Indo-Pacific.

The Ministry of External Affairs confirmed that Australian Foreign Minister Penny Wong and Japanese Foreign Minister Toshimitsu Motegi will also attend the gathering alongside Rubio.

Meetings With Indian Leadership Planned

Apart from participating in the QUAD discussions, Rubio is expected to hold bilateral meetings with Indian leaders during his stay in the country. Diplomatic engagements are likely to cover defence coordination, trade expansion, supply chain resilience, and technology partnerships.

Officials familiar with the preparations said the meetings would build on earlier discussions held among QUAD nations in Washington in July 2025. India, currently serving as the rotational chair of the grouping, is expected to push for stronger operational coordination among partner nations.

Rubio described India as a “great partner” while underlining the importance of closer cooperation between the world’s two major democracies. Analysts believe the visit reflects Washington’s increasing emphasis on maintaining stronger ties with New Delhi amid shifting regional and global security challenges.
