Infrastructure – India and Norway Expand Technical Partnership for Safer Highways

Infrastructure – The National Highways Authority of India has entered into a new partnership with the Norwegian Geotechnical Institute to strengthen technical expertise for road and tunnel infrastructure projects across challenging terrains in India.

The agreement was signed in Oslo between the National Highways Authority of India (NHAI) and the Norwegian Geotechnical Institute (NGI), according to an official statement released by the Ministry of Road Transport and Highways on Friday. The partnership is aimed at improving engineering standards and enhancing infrastructure safety, especially in regions vulnerable to geological risks and natural hazards.

Focus on Advanced Infrastructure Development

Officials said the collaboration will help India benefit from NGI’s long-standing international experience in geotechnical engineering and hazard management. The partnership is expected to support the development of highways and tunnels located in mountainous and environmentally sensitive areas where construction challenges are more complex.

The memorandum of understanding has been signed for a five-year period. During this time, both organisations will work together on multiple technical and research-based initiatives connected to highway infrastructure and safety systems.

NGI is expected to assist in planning, design evaluation and monitoring of critical infrastructure projects. Its role will include support for tunnel engineering, slope stability assessment and monitoring of landslide-prone locations.

Support for Tunnel Projects and Safety Audits

As part of the arrangement, the Norwegian institute will provide consultancy services for upcoming tunnel projects in India. This will include geological site investigations, feasibility studies and preparation of Detailed Project Reports (DPRs) for future developments.

The organisation will also contribute technical expertise for the inspection and structural assessment of operational tunnels. Safety audits will be carried out to identify potential risks and recommend preventive measures for long-term infrastructure protection.

Officials noted that advanced slope stability studies will form an important part of the collaboration. These studies are intended to help authorities detect possible threats in vulnerable regions and improve preparedness against natural disruptions.

Use of Technology for Hazard Monitoring

The partnership will also introduce modern monitoring technologies aimed at strengthening infrastructure resilience. One of the key areas of cooperation includes the interpretation and analysis of InSAR data, which is widely used to monitor land movement and detect instability in slopes.

Authorities believe that the use of such technologies can improve the early identification of risks and support the creation of effective warning systems. These systems are expected to help reduce the impact of landslides and other geological hazards on highways and tunnel projects.

The ministry said the collaboration reflects a broader effort to improve engineering quality and safety standards in large-scale infrastructure projects across the country.

Knowledge Sharing and Technical Training

Apart from technical support, the agreement also places strong emphasis on institutional learning and professional training. NHAI and NGI will jointly organise workshops, seminars and technical training programmes for engineers and infrastructure experts.

The two organisations are also expected to cooperate on research and development projects related to disaster risk reduction and sustainable infrastructure practices. Technical publications and specialised literature may also be developed under the partnership to strengthen sector-wide knowledge sharing.

According to the ministry, the arrangement remains non-exclusive, allowing both organisations to continue working independently with other institutions and agencies on separate projects whenever required.

Growing India-Norway Cooperation

The latest agreement highlights the expanding cooperation between India and Norway in areas linked to infrastructure development, engineering technology and sustainable construction practices. Officials believe such international collaborations can contribute significantly to improving project safety, technical efficiency and long-term infrastructure planning in India.
