Fishing Ban Leaves Livelihoods on Hold
The 61-day prohibition on fishing, which began on April 15 and will continue until June 14, has effectively stopped all sea-based work. Authorities enforce this measure each year to allow marine species to reproduce and maintain ecological balance. While widely accepted as necessary for long-term sustainability, the ban creates immediate financial strain for fishing communities who rely entirely on daily catches for survival.
Previous Year’s Timely Assistance Set Expectations
In 2025, the state government provided relief relatively early, releasing funds on April 26. Under the Matsyakara Sevalo initiative, eligible families received Rs 20,000 directly in their bank accounts. The scheme benefited approximately 1.29 lakh households, with a total expenditure of around Rs 258 crore. The increase in aid from Rs 10,000 to Rs 20,000 was appreciated widely and helped families manage expenses during the ban period.
Verification Process Slows This Year’s Rollout
This year, however, the disbursement has been delayed due to extended verification procedures. Officials have prepared preliminary lists of beneficiaries, which have been displayed at local village and ward secretariats since May 1. These lists are open for review until May 6, allowing residents to raise objections or corrections.
Authorities have also published separate lists for eligible and ineligible applicants to ensure transparency. Once all objections are addressed, the final lists will undergo district-level scrutiny before being sent for state approval.
Officials Indicate Mid-May Disbursement
According to fisheries department representatives, the process is nearing completion. After final verification, district collectors will forward the approved lists to higher authorities. Officials have suggested that payments could be credited around the middle of May, likely through Direct Benefit Transfer.
Despite these assurances, no exact date has been officially confirmed, adding to the uncertainty faced by fishing communities.
Fishermen Express Concern Over Delay
The delay has become a pressing concern for many families struggling without income. Community leaders say that even a short postponement can make it difficult to manage essential expenses such as food, fuel, and household needs.
Representatives from local fishing societies have highlighted that many workers are entirely dependent on the scheme during the ban period. In some cooperative groups, hundreds of fishermen are waiting for the funds, with no alternative income sources available.
Reasons Behind the Hold-Up
Officials and community leaders have pointed to administrative challenges as a contributing factor. An increase in new boat registrations and the need for thorough verification have reportedly slowed the process this year. While acknowledging the delay, stakeholders remain hopeful that payments will be released soon.
At the same time, fishermen have expressed appreciation for the government’s decision to double the assistance amount, even as they urge quicker disbursement.
Broader Support Measures for Fishing Community
Beyond direct cash transfers, the state also provides additional support to fishermen through subsidies on diesel, financial aid for fishing equipment, and insurance coverage. These measures form part of a wider welfare framework aimed at supporting coastal livelihoods.
However, during the ban period, direct financial assistance remains the most immediate and critical support for families with no active income streams.
