Elections – Congress and JMM Differ Over Rajya Sabha Seat Allocation in Jharkhand

Elections –  The upcoming Rajya Sabha elections in Jharkhand have sparked early differences between the ruling alliance partners, with the Congress and Jharkhand Mukti Morcha (JMM) expressing contrasting positions on seat-sharing. As two seats are set to become vacant in the coming months, both parties are working to secure representation, reflecting shifting political calculations within the alliance.

Alliance Partners Take Diverging Positions

The Congress has made it clear that it intends to contest at least one of the two seats, signaling a stronger claim than in previous elections. On the other hand, the JMM, which leads the coalition government in the state, is reportedly keen on fielding candidates for both seats. This difference highlights a subtle tension within the alliance, even as both parties continue to collaborate politically.

Congress leaders believe the current political scenario gives them a better opportunity than before. The party argues that its improved position within the alliance justifies a greater share in the Rajya Sabha representation from the state.

Improved Numbers Boost Congress Confidence

According to party representatives, the alliance is now in a more advantageous position compared to earlier elections. In the past, the ruling coalition had the numbers to secure only one seat, which consistently went to the JMM. This time, however, the arithmetic appears to favor winning both seats, prompting the Congress to push for a more equitable distribution.

A senior Congress functionary indicated that discussions on seat allocation will take place after the completion of Assembly elections in other states. A formal meeting involving alliance partners in Jharkhand is expected, during which the issue will be taken up with Chief Minister Hemant Soren.

Vacancies Create Opportunity for Fresh Contest

The two Rajya Sabha seats that will be contested have become available under different circumstances. One seat has remained vacant following the passing of veteran leader Shibu Soren last year. The second seat will fall vacant as the term of BJP leader Deepak Prakash comes to an end.

These vacancies have opened up an opportunity for the ruling alliance to potentially strengthen its presence in the Upper House, provided it can arrive at a consensus on candidate selection.

Current Strength of the Ruling Coalition

The ruling alliance enjoys a comfortable majority in the 81-member Jharkhand Assembly, holding 56 seats in total. Within this coalition, the JMM is the dominant partner with 34 legislators, while the Congress holds 16 seats, making it the second-largest contributor. Other allies, including the Rashtriya Janata Dal (RJD) and CPI(ML), add to the alliance’s strength with four and two MLAs respectively.

This numerical advantage is central to the Congress’s argument, as it believes the alliance now has sufficient support to secure both Rajya Sabha seats without difficulty.

Representation in Rajya Sabha at Present

At present, the JMM has two members in the Rajya Sabha, while the BJP holds three seats. With the upcoming elections, the balance could shift depending on how the ruling alliance finalizes its candidates and distributes seats among its partners.

The Congress, which currently lacks representation from Jharkhand in the Upper House, sees this election as a key opportunity to establish its presence.

Talks Expected to Decide Final Outcome

Despite the initial differences, both parties are expected to resolve the matter through internal discussions. Alliance leaders have emphasized the importance of unity and coordination, particularly with national political considerations in mind.

The final decision will likely depend on negotiations between senior leaders of both parties, as well as broader electoral strategies at the national level. For now, the issue remains open, with both sides preparing to assert their claims in the coming weeks
