Cybercrime – A retired Air Force officer from Jammu has lost more than Rs 52 lakh after being targeted in what investigators describe as a “digital arrest” scam, a sophisticated form of cyber fraud that has been reported in several parts of the country. Police officials confirmed that the victim was kept under psychological pressure for over a week before transferring large sums of money to accounts controlled by the accused.

Nine Days of Psychological Pressure
According to officials from the Cyber Investigation and Crime Enforcement unit at Police Station Jammu, the complaint was filed online on February 6. The former officer told investigators that unknown individuals contacted him, posing as law enforcement authorities. They allegedly warned him of serious legal consequences and claimed he was under investigation.
The fraudsters reportedly forced him into what they termed a “digital arrest,” keeping him on constant video and phone communication for nine days. During this period, he was instructed not to contact anyone and was persuaded to transfer Rs 52.90 lakh under the pretext of verifying funds and clearing his name from alleged charges.
Police said coordinated action with multiple banks helped trace the transactions. So far, approximately Rs 39 lakh has been recovered. Further investigation is underway to identify and apprehend those involved. Authorities have once again urged citizens, particularly senior residents, to verify any such claims directly with official agencies before making financial transactions.
International Film Festival Planned for Jammu and Kashmir
In a separate development, Jammu and Kashmir is preparing to host an international film festival later this year. The event will be organised in collaboration with the National Film Development Corporation and is expected to showcase films from across the globe.
Officials say the initiative aims to promote cultural exchange, strengthen the region’s creative industries, and boost tourism and the local economy. The Union Territory, known for its scenic landscapes, has long attracted filmmakers, and authorities hope the festival will further position the region as a prominent destination for cinema.
The announcement comes months after the April 22, 2025 attack at Baisaran meadows in Pahalgam, where 25 tourists and a local pony handler were killed. Following the incident, the administration intensified security arrangements and conducted promotional roadshows outside the region to restore visitor confidence. Leading tour operators have also been invited to assess the situation and encourage travel to the Valley.
Officials believe the proposed film festival will contribute to rebuilding momentum in tourism while providing a platform for local talent.
Debate Over Outsourced Jobs in the Union Territory
Meanwhile, employment figures revealed during the ongoing budget session of the Jammu and Kashmir Assembly have triggered political debate. The Chief Minister, who also holds the finance portfolio, informed the House that nearly 23,000 positions have been outsourced over the past two years.
Government data shows that more than 16,000 roles were contracted through private companies, while over 6,000 positions were assigned to government medical colleges and hospitals across the region. The disclosure comes at a time when the Union Territory’s unemployment rate stands at 6.7 percent, significantly above the national average of 3.5 percent.
Several political leaders have criticised the administration’s approach, arguing that outsourcing jobs could limit long-term employment stability for local youth. They contend that permanent government recruitment would better address the region’s job challenges.
The government, however, maintains that outsourcing has helped fill essential vacancies efficiently, particularly in healthcare and public services, while ensuring continuity of operations.
As Jammu and Kashmir navigates concerns ranging from cybercrime to employment and tourism revival, authorities say efforts are ongoing to strengthen governance, enhance public safety, and stimulate economic growth across the Union Territory.
