Prior to this, Noor Ahmad Noor was the Director General of Afghanistan’s Ministry of Foreign Affairs’ First Political Department.

Bilateral ties between India and Afghanistan have steadily improved in recent months, particularly after Foreign Minister Amir Khan Muttaqi’s seven-day visit in October of last year.

With the Islamic Emirate’s flag flying in front of and behind him, Muttaqi had firmly established authority over the Embassy here in New Delhi during this visit. Our flag is this one. This is what we used to fight jihad. This is our embassy, 100% of it. In response to an inquiry from IANS, Muttaqi stated, “All those who are working here… they are all with us,” pointing to the Islamic Emirate’s flag fluttering behind his back and in front of his table while the embassy formally continues to fly the previous flag, symbolizing Ashraf Ghani’s former regime.

Notably, FM Muttaqi’s entourage to New Delhi included Mufti Noor.

India has been growing as a major assistance contributor and still provides relief and medical supplies, despite not having recognized the Taliban government yet.

Similarly, Taliban-appointed diplomats are in charge of Afghan consulates in Hyderabad and Mumbai.

The administration of former President Ashraf Ghani chose Said Muhammad Ibrahim Khil as the CDA of the Afghan Embassy in New Delhi.

In the meanwhile, Afghanistan has sent a number of high-ranking delegations to India with the goal of enhancing bilateral relations, commerce, and energy development as well as activating and efficiently using the capabilities of the Chabahar Port in Iran, which India created, and drawing in further investments.
