WomenReservation – Prime Minister Narendra Modi on Tuesday underlined the importance of implementing women’s reservation in legislatures ahead of the 2029 general and state elections, stating that such a step would deepen the strength and inclusiveness of India’s democratic system.

Emphasis on Greater Representation

In a letter addressed to women across the country, the Prime Minister pointed to the growing contributions of women in various sectors, including science, business, governance, and social leadership. He noted that while women are increasingly visible in many fields, their representation in legislative bodies has not kept pace.

According to him, ensuring adequate participation of women in lawmaking institutions is both necessary and justified. He stressed that a more balanced representation would not only reflect societal realities but also lead to better policymaking.

Call for Action Before 2029 Elections

The Prime Minister expressed hope that the provisions for women’s reservation would be fully operational before the 2029 Lok Sabha and Assembly elections. He said that if implemented in time, the move would make India’s democratic framework more dynamic and representative.

He also highlighted the importance of acting without delay, warning that postponing the process would be unfair to women who have long awaited equitable representation. He described such a delay as a missed opportunity to strengthen democratic participation.

Focus on Legislative Amendments

Modi urged lawmakers to prioritise the passage of proposed amendments to the Nari Shakti Vandan Adhiniyam during the upcoming special session of Parliament scheduled to begin on April 16. The session, expected to last three days, is seen as crucial for advancing the timeline of implementation.

He stated that swift legislative action is necessary to ensure that the benefits of the law reach women well before the next general election cycle. The Prime Minister emphasized that the issue goes beyond policy and reflects a broader commitment to gender equality.

Appeal for Public Participation

Seeking wider support, Modi encouraged citizens, especially women, to actively engage in the democratic process. He called upon people to communicate with their local Members of Parliament and express their support for the proposed changes.

He described the upcoming parliamentary session as a significant moment in India’s legislative history and urged collective efforts to ensure that the initiative succeeds. According to him, public participation can play a vital role in shaping decisions that impact the future of governance.

Background of the Women’s Reservation Law

The Nari Shakti Vandan Adhiniyam, passed by Parliament in September 2023, provides for one-third reservation for women in the Lok Sabha and state legislative assemblies. The law was widely seen as a landmark step towards improving gender representation in politics.

However, under its original framework, implementation was linked to the delimitation exercise based on the Census expected in 2027. This condition meant that the reservation would likely come into effect only after 2034.

Proposed Changes to Accelerate Implementation

The new amendments aim to remove delays and enable the reservation to be applied before the 2029 elections. If approved, the strength of the Lok Sabha could increase to 816 seats, with approximately 273 seats reserved for women.

Officials believe that these changes would significantly enhance women’s participation in decision-making processes and bring fresh perspectives into governance. Supporters of the move argue that early implementation would mark a meaningful step towards inclusive growth.

The Prime Minister reiterated that empowering women within legislative bodies is essential for strengthening democratic values. He stated that when women’s voices are heard more prominently in Parliament and assemblies, the overall quality of governance improves.
