Welfare Scheme –  The Delhi government has introduced a new welfare programme aimed at helping young people transition smoothly into independent life after leaving child care institutions. Announced on Mother’s Day, the initiative focuses on education, skill development, employment assistance, and emotional support for eligible beneficiaries.

Government Announces New Aftercare Initiative

The Delhi government on Sunday unveiled the ‘Aftercare Scheme for Young Persons’, a dedicated programme designed to support young adults who move out of child care institutions after reaching adulthood. Officials said the scheme has been introduced to ensure that these individuals do not face social or financial hardship while beginning independent lives.

A budget allocation of Rs 3.5 crore has been approved for the scheme during the 2026-27 financial year. The initiative will function under the provisions of the Juvenile Justice (Care and Protection of Children) Act, 2015.

Focus on Education and Employment Opportunities

According to the government, the scheme will provide eligible beneficiaries with assistance for higher education and professional learning. Young individuals enrolled under the programme will also receive access to vocational training courses, internships, and employment-related opportunities aimed at improving long-term self-reliance.

Officials stated that the programme is intended to bridge the gap between institutional care and independent adulthood. Many children receive support and protection while living in care facilities, but often struggle with housing, education, employment, and emotional stability once they leave those institutions.

The newly introduced support system aims to address these concerns through structured rehabilitation and career guidance measures.

Financial Aid and Monthly Support Included

The scheme also includes direct financial assistance and a monthly stipend for selected beneficiaries. Authorities believe that regular financial support during the transition period can reduce vulnerability and help young adults continue their studies or skill-based training without interruption.

Apart from monetary aid, the programme will offer counselling, mentorship, and psychological support services. Career guidance sessions and rehabilitation assistance are also expected to play a key role in helping beneficiaries adapt to social and professional environments.

Government officials added that emergency assistance and case-specific support would be made available whenever required, depending on the individual circumstances of beneficiaries.

Individual Care Plans to Be Prepared

Chief Minister Rekha Gupta said the government recognised the difficulties faced by many young people after exiting institutional care systems. She noted that while support mechanisms exist inside child care institutions, challenges often arise when individuals attempt to build independent lives outside those environments.

To improve long-term outcomes, beneficiaries under the scheme will be identified through detailed need-based assessments. Individual care plans will then be prepared to ensure personalised support according to educational background, career interests, and social conditions.

The government also confirmed that regular monitoring and review mechanisms will be introduced at both district and state levels to evaluate the effectiveness of the programme and ensure proper implementation.

State Committee to Oversee Scheme Operations

To supervise the functioning of the initiative, the Delhi government will establish a State Aftercare Committee. The committee will be headed by the Secretary of the Women and Child Development Department and will oversee policy decisions, implementation reviews, and overall monitoring of the scheme.

Officials said the committee would help coordinate different departments involved in education, rehabilitation, skill training, and employment services to ensure that beneficiaries receive consistent support.

The government believes the initiative will strengthen rehabilitation efforts and provide a more stable future for vulnerable young adults transitioning out of institutional care.
