The move is part of a broader effort to tackle recurring water shortages and seasonal flooding, while encouraging citizens to actively participate in conservation practices.
Government Sets Clear Targets for All Departments
Officials confirmed that multiple government departments have been assigned specific deadlines to install and maintain functional rainwater harvesting systems. These systems will be required in public buildings, parks, residential colonies, and institutional campuses before the arrival of the monsoon season. Authorities believe that setting time-bound targets will help ensure faster and more effective implementation across the city.
The initiative reflects a shift from policy to action, with a focus on measurable outcomes rather than advisory guidelines. By making compliance mandatory, the government aims to address gaps that have previously slowed progress.
Focus on Reducing Flooding and Water Shortages
The plan is designed to address two persistent challenges faced by Delhi—urban flooding during heavy rains and water scarcity in the summer months. Experts note that a significant portion of rainwater currently flows into drains and is lost, instead of being stored or used to replenish groundwater reserves.
By capturing rain where it falls, officials expect to improve groundwater levels and reduce pressure on existing water supply systems. This approach could also help minimize waterlogging in low-lying areas during intense rainfall.
Leadership Emphasises Urgent Need for Action
At a recent high-level meeting held at the Delhi Secretariat, Water Minister Parvesh Verma highlighted the urgency of improving water conservation practices. Senior representatives from numerous government departments participated in the discussion, focusing on coordination and accountability.
The minister pointed out that despite receiving adequate rainfall annually, the city has not been able to effectively utilize it. He stressed that redirecting rainwater into the ground could significantly ease water stress during peak summer periods.
Delhi Jal Board to Oversee Implementation
A key role in executing the plan has been assigned to the Delhi Jal Board, which will monitor progress and support installation efforts. The board is also expected to offer financial incentives to encourage compliance among property owners.
Under the new framework, properties with functional rainwater harvesting systems will be eligible for a 10 percent rebate. However, this benefit may be withdrawn if systems are not installed or properly maintained. This dual approach of incentives and penalties is intended to improve participation and ensure long-term sustainability.
Stricter Monitoring and Accountability Measures
Authorities have acknowledged that while rainwater harvesting rules have existed for years, weak monitoring has limited their impact. The new strategy includes stronger verification mechanisms to ensure that systems are not just installed but also remain operational.
Regular inspections and accountability measures will be introduced to track compliance. Officials believe that improved oversight will prevent lapses and ensure that policies are effectively implemented on the ground.
Self-Certification to Encourage Responsibility
As part of the plan, property owners may be required to submit annual declarations confirming that their rainwater harvesting systems are functioning properly. This self-disclosure mechanism is expected to promote a sense of ownership and responsibility among residents and institutions.
In addition, awareness initiatives will be carried out through Jal Shakti Kendras to educate citizens about the importance of water conservation and proper system maintenance.
