VendingRights – Street vendor groups in Delhi have called for stricter eligibility norms ahead of the upcoming Town Vending Committee (TVC) elections, arguing that only legally recognised vendors should be allowed to participate in the electoral process. The demand comes amid growing concerns over alleged procedural inconsistencies and the inclusion of individuals who may not qualify under existing regulations.

Vendor Leaders Discuss Key Election Concerns

The issue was discussed during a meeting organised by the National Association of Street Vendors of India (NASVI), where nearly 200 representatives and leaders from various vendor communities gathered to review preparations for the forthcoming elections. Participants also examined several long-standing challenges affecting street vendors across the national capital.

The meeting served as a platform for vendor representatives to exchange views on safeguarding fair representation and ensuring that the election process remains transparent and aligned with legal provisions governing street vending.

Resolutions Focus on Eligibility Requirements

During the gathering, attendees unanimously adopted four resolutions aimed at strengthening the credibility of the TVC election process. One of the primary resolutions stated that only active street vendors should be eligible to contest elections under the vendor category.

Participants stressed that individuals holding only a ‘tehbazari’ permit without possessing a valid Certificate of Vending (CoV), as required under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, should not be permitted to vote or stand as candidates in the elections.

Vendor leaders argued that allowing ineligible participants could undermine the purpose of the Town Vending Committee, which is intended to represent the interests and concerns of genuine street vendors.

Demand for Compliance With Existing Law

Representatives at the meeting maintained that compliance with the provisions of the 2014 legislation is essential for preserving the integrity of the electoral system. According to the resolution adopted, only vendors who possess the legally mandated Certificate of Vending should be recognised as eligible participants in the election process.

They said the move would help ensure that decisions affecting street vendors are taken by individuals who are actively engaged in vending activities and are officially recognised under the law.

Call for Clear Recognition of Vendor Associations

Apart from election eligibility, the meeting also highlighted the need for a transparent mechanism to identify and recognise vendor associations. Participants urged authorities to establish well-defined criteria for determining which organisations can participate in matters related to vendor representation.

According to vendor leaders, such guidelines would help distinguish genuine associations working for the welfare of street vendors from groups that may not have a direct connection with the community. They believe that clearer recognition standards would contribute to more effective participation and stronger representation within the Town Vending Committee framework.

The demands raised during the meeting reflect the broader effort by vendor organizations to ensure that the upcoming TVC elections are conducted fairly, transparently, and in accordance with the legal framework governing street vending in Delhi.
