UrbanDevelopment – Andhra Pradesh Sets 30-Day Roadmap for Municipal Growth Projects

UrbanDevelopment –   The Andhra Pradesh government has introduced a comprehensive 30-day action programme aimed at accelerating urban development across municipalities and city corporations. The initiative has been launched by the Municipal Administration and Urban Development Department (MA&UD), with officials directing Urban Local Bodies (ULBs) to move quickly on project planning and execution. The focus is on strengthening civic infrastructure, improving public services, and creating sustainable revenue sources for local administrations.

Project Preparation Made Mandatory for Urban Bodies

Addressing participants at the conclusion of a two-day Urban Challenge Fund Capacity Building Workshop in Vijayawada, Principal Secretary S. Suresh Kumar said every municipality must identify and submit at least one practical development proposal. He stated that larger urban corporations, including Visakhapatnam, Vijayawada, Guntur, Rajamahendravaram, and Tirupati, should prepare multiple projects supported by detailed project reports, estimated costs, and clearly defined revenue-generation plans.

According to officials, the objective is to ensure that development proposals are financially sustainable and capable of delivering long-term benefits to residents. Authorities have been instructed to complete project groundwork within the specified timeline to maintain momentum.

Focus on Safety Standards During Development Works

The Principal Secretary highlighted the importance of public safety at all construction and development locations. He directed municipal authorities to ensure proper warning signs, barricades, and safety measures are installed at every work site. The department believes that strict adherence to safety protocols will help reduce risks for both workers and the public while infrastructure projects are underway.

Officials have also been advised to closely monitor ongoing activities and ensure compliance with established safety guidelines throughout the execution phase.

Municipal Assets to Be Developed, Not Sold

During the workshop, Suresh Kumar reiterated that municipal land holdings are public assets and should not be sold. Instead, he encouraged urban bodies to adopt asset value capture strategies that can generate recurring income while preserving public ownership.

Under this approach, available land can be developed into commercial markets, shopping complexes, public parks, sports facilities, and other revenue-generating infrastructure. The government expects such developments to strengthen municipal finances and reduce dependence on external funding sources.

Monitoring Mechanism Strengthened Across Municipalities

To improve coordination and oversight, every municipality has been directed to appoint a dedicated nodal officer. These officers will maintain regular communication with the Andhra Pradesh Urban Finance and Infrastructure Development Corporation (APUFIDC) and provide daily updates on project progress.

The monitoring framework is intended to help authorities identify challenges at an early stage and ensure that approved projects move forward without unnecessary delays. Officials believe that consistent reporting will improve accountability and accelerate implementation.

State Leadership Reviewing Progress Regularly

Suresh Kumar noted that Chief Minister N. Chandrababu Naidu has appreciated efforts to consolidate urban infrastructure planning under a unified framework. He added that progress reviews are being conducted every month at senior government levels to assess implementation and address issues requiring intervention.

The department considers these reviews important for maintaining project timelines and ensuring that urban development objectives remain on track.

PPP Projects Encouraged in High-Value Areas

MA&UD Director P. Sampath Kumar said municipalities should give priority to Public-Private Partnership (PPP) projects in locations with strong commercial potential. In areas where private investment opportunities are limited, Urban Challenge Fund resources can be used to support development works.

He informed participants that discussions have already been completed with 21 out of the state’s 36 Urban Local Bodies. Among them, 16 municipalities have reached advanced stages in preparing Detailed Project Reports, indicating steady progress toward implementation of the proposed urban development initiatives.
