Swarna Andhra – Naidu Highlights Data-Led Governance at Tirupati Workshop

Swarna Andhra –  Chief Minister N Chandrababu Naidu said Andhra Pradesh will need stronger use of data, economic Swarna Andhra -analysis and efficient welfare delivery to achieve the Swarna Andhra @2047 vision. Speaking at a State-level workshop in Tirupati on Thursday, he said the government’s broader objective is to ensure better living conditions and opportunities for families across the State.

Focus on evidence-based policy decisions

The two-day programme, titled “Swarna Andhra @2047 – Economic Intelligence for Governance: Capacity Building,” was organised by the State Planning Department. Naidu said governments can no longer rely only on conventional administrative methods while framing development policies. He stressed the need to study economic measures, including Gross State Domestic Product growth and compound annual growth rate, to understand whether policies are producing meaningful improvements in people’s lives.

According to the Chief Minister, data has become an important public resource, particularly as governments expand digital services and monitor large welfare programmes. He said integrated information systems would help departments make more informed decisions and improve the delivery of services.

Long-term vision remains a policy priority

Naidu referred to the Vision 2020 document introduced during his earlier tenure, saying it had faced criticism when it was first presented. He said the idea of long-range planning has since gained wider acceptance. He also recalled that former President A P J Abdul Kalam had supported the need for a national development vision that could guide the country over several decades.

The Chief Minister said governments have a responsibility to provide quality services, but public spending alone cannot create enough economic opportunities. Private investment, he said, is essential for building wealth, expanding industries and generating jobs. For this reason, investment promotion has been included as a major component of the Swarna Andhra @2047 framework.

Technology projects discussed at the workshop

Naidu highlighted several technology-based initiatives being developed by the State government. These include the State Data Lake, which is intended to bring together information held by different departments, and the integration of databases to improve planning and service monitoring.

He also referred to the Sanjeevani project, under which health records are being digitised, and said artificial intelligence is being explored for use in public administration. The government believes these systems can help officials identify gaps, respond more quickly to local needs and improve coordination between departments.

Another initiative discussed was the P4 programme, which aims to reduce economic inequality by encouraging financially successful individuals to support disadvantaged households. Naidu said the programme is intended to create a wider social partnership in efforts to improve the lives of poorer families.

Welfare impact illustrated through beneficiaries

During his address, the Chief Minister recalled meeting two pension beneficiaries, Tulasamma and Padmamma, while distributing pensions. He said their families had benefited from government welfare support as well as loans provided through DWCRA groups.

Naidu said such cases show how properly implemented schemes can strengthen household incomes and create greater financial stability. He added that the government must continue to evaluate programmes through both data and direct feedback from beneficiaries.

Economists praise planning initiatives

Earlier in the day, Naidu joined a panel discussion and sat with delegates while experts made presentations. The discussion covered constituency-level Vision Plans, village data collection, the P4 programme and the use of artificial intelligence in governance.

Economists at the workshop said some of the State’s initiatives, particularly constituency-wise planning and the P4 model, offer approaches that could be studied by other States. They also welcomed the emphasis on technology, economic intelligence and long-term policy planning under the Swarna Andhra @2047 vision.

The workshop was attended by several economists and senior officials, including S Mahendra Dev, V Anantha Nageswaran, R Balasubramaniam, K V Raju, Statistics Secretary Dr Saurabh Garg, NCAER Director Suresh Goyal, State Industries Secretary Dr Yuvaraj and other policymakers.
