Security – BIMSTEC Nations Agree to Expand Joint Action on Regional Security Challenges

Security – National Security Adviser Ajit Doval on Thursday called for stronger coordination among the member nations of the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), stressing that the region must work collectively to tackle a rapidly changing security environment. His remarks came at the conclusion of the fifth meeting of National Security Advisers, where participating countries approved several measures aimed at improving cooperation against terrorism, organised crime, and other emerging security risks.

Collective Response to Changing Security Landscape

Speaking during the meeting, Doval said the international environment has become increasingly complex due to geopolitical tensions, technological transformation, and disruptions affecting global supply chains. He noted that these developments have created new security concerns that no country can effectively address in isolation. According to him, closer collaboration, continuous dialogue, and coordinated policy actions among BIMSTEC members are essential to safeguard regional stability and shared interests.

Stronger Cooperation Against Cross-Border Threats

Delegates agreed to implement a series of practical steps designed to strengthen regional cooperation in tackling terrorism and transnational organised crime. The discussions also covered improving security coordination in critical sectors such as cybersecurity, maritime safety, and energy infrastructure. Member states underlined the importance of sharing information, enhancing institutional cooperation, and developing joint mechanisms to address evolving security challenges.

Focus on Connectivity and Disaster Preparedness

Apart from security-related issues, the meeting also reviewed efforts to improve regional connectivity and disaster management capabilities. Participants exchanged views on strengthening preparedness for natural disasters and creating more effective responses to future emergencies. The discussions reflected a broader commitment to building resilience across the region while addressing both traditional and emerging threats through coordinated action.

Maritime Guidelines Receive Approval

One of the key outcomes of the meeting was the adoption of guidelines for the maritime component of Humanitarian Assistance and Disaster Relief (HADR). The framework is intended to support quicker and more coordinated relief operations during emergencies affecting BIMSTEC countries. Officials believe the new guidelines will improve operational efficiency and facilitate smoother cooperation during disaster response missions across the Bay of Bengal region.

The meeting also endorsed a set of guiding principles for maritime law enforcement agencies when interacting at sea. These principles are expected to improve predictability during maritime operations, reduce misunderstandings, and encourage safer engagements among participating countries while strengthening regional maritime governance.

India’s Vision for Regional Partnership

Highlighting the significance of BIMSTEC, Doval said the regional grouping connects nearly 1.7 billion people across Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka, and Thailand. Together, these countries account for a combined economy valued at approximately five trillion US dollars, making the organisation an important platform for regional cooperation and economic development.

He further stated that BIMSTEC continues to play a central role in India’s Neighbourhood First policy, Act East policy, and the MAHASAGAR vision. With the organisation set to mark its 30th anniversary next year, Doval encouraged member nations to deepen institutional collaboration and strengthen partnerships to address future regional challenges more effectively.
