PropertyRights – The Delhi government has formally approached the Central government for financial assistance to begin the first phase of implementing the revised PM-UDAY programme, a move aimed at extending legal property ownership to residents living in unauthorised colonies across the national capital.

Proposal Seeks Rs 100 Crore for Initial Implementation

The Delhi administration has requested an initial allocation of Rs 100 crore from the Centre to support key activities required for the rollout of the updated PM-UDAY scheme. Chief Minister Rekha Gupta made the request in a letter addressed to Union Housing and Urban Affairs Minister Manohar Lal, highlighting the need for timely financial backing to ensure smooth implementation of the programme.

According to the proposal, the requested funds will be used to establish the technical and administrative infrastructure needed to carry out the scheme efficiently. The government has stressed that early financial support would help speed up the process of granting ownership rights to a large number of eligible residents.

Focus on Digital Mapping and Survey Infrastructure

A significant portion of the proposed budget has been earmarked for creating a DRISHTI-based digital land survey and mapping system. The technology is expected to improve the accuracy of property identification and assist officials in maintaining updated land records across Delhi.

The proposal allocates Rs 65 crore for this digital survey initiative. Officials believe the advanced mapping system will play a key role in verifying property details and simplifying future documentation, making the ownership process more transparent and efficient.

District-Level PM-UDAY Cells to Oversee Execution

To strengthen implementation at the local level, the Revenue Department has been assigned as the nodal agency for executing the revised scheme. Dedicated PM-UDAY cells are planned in all 13 districts of Delhi, with each unit to be supervised by an Additional District Magistrate.

These district offices will coordinate field-level activities, including physical verification of properties, digital documentation, and updating official land records. The initiative will cover all 1,511 unauthorised colonies identified across the capital, ensuring a structured and uniform implementation process.

The government has proposed spending Rs 25 crore on establishing these district and headquarters-level PM-UDAY cells, providing the administrative framework required for large-scale execution.

Revised Rules Aim to Simplify Ownership Process

Chief Minister Rekha Gupta stated that the revised PM-UDAY regulations, notified on April 6, have introduced a fresh legal framework designed to make the grant of property rights more practical and accessible.

One of the major changes under the updated regulations is the provision to regularise unauthorised colonies on an “as-is-where-is” basis. According to the government, this approach is expected to remove several procedural hurdles that previously delayed ownership approvals, allowing lakhs of families to receive legal recognition for their homes through a more streamlined process.

Public Awareness Campaign Also Planned

Besides technical and administrative measures, the proposal also includes a dedicated outreach programme to inform residents about the revised scheme and its application process. An allocation of Rs 10 crore has been proposed for awareness campaigns, public communication, and community engagement activities.

Officials believe that better awareness will encourage eligible residents to participate in the scheme and help minimise confusion regarding documentation and procedural requirements.

The Delhi government has expressed confidence that prompt financial support from the Centre will enable faster implementation of the revised PM-UDAY programme, helping thousands of families secure long-awaited legal property rights while strengthening land record management across the capital.
