Allegations Lead to Immediate Action

Ratan Lal Dangi, an Indian Police Service officer from the 2003 batch, was suspended with immediate effect on Thursday. Officials confirmed that the decision was based on preliminary findings suggesting violations of service conduct norms. The action follows a complaint accusing the officer of physical and mental harassment, along with financial misconduct.

According to authorities, the suspension was deemed necessary after initial scrutiny indicated behaviour inconsistent with the responsibilities and ethical standards expected of a senior officer.

Breach of Conduct Rules Cited

The official suspension order highlighted multiple concerns under the All India Services (Conduct) Rules, 1968. It stated that Dangi appeared to have failed to maintain appropriate professional conduct, engaged in actions considered morally inappropriate, and allegedly misused his official position.

Additionally, the order noted that the matter had gained significant attention on electronic and social media platforms. This public exposure, officials said, negatively impacted the reputation of the police department, making prompt administrative intervention essential.

Departmental Inquiry Initiated

Authorities have proposed a formal departmental inquiry into the case. The order specifically mentions that the officer will be held personally accountable for the alleged misconduct if the charges are proven.

The suspension has been issued under Rule 3(1)(a) of the All India Services (Discipline and Appeal) Rules, 1969. During the suspension period, Dangi has been directed to remain stationed at the police headquarters in Nava Raipur. He will receive a subsistence allowance as per existing rules and cannot leave headquarters without prior approval from competent authorities.

Complaint and Investigation Background

The case originates from a complaint filed on October 15 last year by a woman who is married to a sub-inspector. In her complaint, she accused Dangi of harassment and financial irregularities, triggering concern within the department.

Following the complaint, a two-member inquiry panel was formed to examine the allegations. The committee includes Inspector General of Police Anand Chhabra and Deputy Inspector General of Police Milna Kurre. The panel was tasked with conducting a thorough review of the claims and submitting its findings to the state government.

Officer Denies Charges, Alleges Blackmail

Ratan Lal Dangi has strongly denied all accusations made against him. Officials confirmed that he has also lodged a counter-complaint, alleging that he is being blackmailed by the complainant.

This development has added another layer of complexity to the case, which is now under formal investigation. Authorities have indicated that all aspects, including both the original complaint and the counter-allegations, will be examined during the inquiry process.

Focus on Transparency and Accountability

The state government’s decision to suspend a senior officer underscores its stated commitment to maintaining accountability within the police force. Officials emphasized that disciplinary measures are taken seriously, particularly when allegations risk undermining public trust in law enforcement institutions.

As the inquiry proceeds, further clarity is expected regarding the validity of the allegations and any subsequent action that may follow.
