Parliamentary Privilege – Congress has intensified its protest over the detention of opposition leaders, alleging violations of parliamentary privileges after police intervened during a demonstration outside Prime Minister Narendra Modi’s residence in New Delhi.
Congress MP Hibi Eden has submitted a privilege motion in the Lok Sabha, accusing authorities of violating the parliamentary rights and immunities of Leader of Opposition Rahul Gandhi and several Congress women MPs during a protest held on July 21. In a letter addressed to the Lok Sabha Secretary General, Eden claimed that the demonstration was peaceful but was disrupted by police action, resulting in the detention of opposition lawmakers.
Privilege motion filed in Lok Sabha
According to Eden, the privilege motion seeks action over what he described as the improper treatment of elected representatives while they were exercising their democratic right to protest. He alleged that Rahul Gandhi was physically handled by police personnel before being taken to Chhatrasal Stadium following his detention.
The Congress MP stated that the office of the Leader of Opposition carries significant constitutional and parliamentary importance. He argued that the manner in which Gandhi was removed from the protest site amounted to a breach of parliamentary norms and privileges.
Protest linked to examination controversy
The protest outside the Prime Minister’s residence was organised by the Congress leadership to raise concerns over alleged paper leaks and irregularities in competitive examinations. The party has consistently demanded accountability from the Centre over the issue and has called for the resignation of Union Education Minister Dharmendra Pradhan.
Eden said the demonstration was also intended to express solidarity with students and young people who have been protesting over examination-related concerns. He alleged that police had earlier used force against students participating in demonstrations in Delhi, and the lawmakers were highlighting those incidents during their protest.
Allegations over treatment of women MPs
In his communication to the Lok Sabha Secretariat, Eden also alleged that several women Members of Parliament from the Congress were subjected to physical handling during the police operation. He claimed that the actions taken against women lawmakers reflected disregard for democratic practices and the rights of elected representatives.
The Kerala MP argued that the intervention by police interfered with the legislators’ ability to peacefully express their views and participate in a public demonstration. He urged the Speaker’s office to examine the matter and initiate proceedings under the rules governing parliamentary privileges.
Police removed opposition leaders from protest site
The developments followed a surprise sit-in staged near the Prime Minister’s residence by Rahul Gandhi, Congress MP Priyanka Gandhi Vadra and Samajwadi Party president Akhilesh Yadav, along with other opposition leaders. The protest took place in a high-security area of the national capital, prompting a swift administrative response.
Senior government officials, including Minister of State in the Prime Minister’s Office Jitendra Singh and Union Home Secretary Govind Mohan, reportedly met the opposition leaders in an effort to persuade them to end the demonstration. However, the discussions did not result in an agreement.
Detention and political reactions
After negotiations failed, police removed the protesting leaders from the site and detained them. Rahul Gandhi was taken to Chhatrasal Stadium in Delhi, where he remained for a few hours before being released.
The Congress has maintained that the police action represented an attack on democratic rights and parliamentary conventions. The party continues to demand accountability over both the handling of the protest and the issues surrounding alleged examination irregularities, while the privilege motion is expected to bring the matter before the Lok Sabha for consideration.
