Parliament – A day after the proposed legislation on women’s reservation failed to secure passage in the Lok Sabha, Congress leader Priyanka Gandhi Vadra described the development as both a reaffirmation of democratic strength and a setback for the Union government. Speaking to reporters on Saturday, she argued that the outcome reflected the resilience of constitutional values and the unity among Opposition parties.

Opposition Unity and Constitutional Concerns
Priyanka Gandhi stated that the defeat of the Bill highlighted a collective stand taken by Opposition leaders to protect the existing federal framework. According to her, the proposed changes were not merely about reservation but involved deeper structural implications. She said the result demonstrated that attempts to alter foundational principles of governance had been effectively resisted.
She emphasized that the Opposition’s coordinated approach played a decisive role in the voting outcome. In her view, the episode underscored the importance of maintaining institutional balance and ensuring that legislative decisions align with constitutional provisions.
Allegations Over Delimitation Motive
During the press interaction, Gandhi raised concerns about the government’s intentions, suggesting that the Bill was linked to a broader political strategy involving delimitation. She alleged that the timing and structure of the proposal were designed to serve electoral interests, particularly in the lead-up to future general elections.
According to her remarks, the inclusion of provisions related to delimitation could have allowed the ruling side to influence electoral boundaries in a manner favorable to its prospects. Reaffirming her party’s position, Gandhi urged the government to implement the Women’s Reservation Act passed in 2023 without attaching it to delimitation. She suggested that any necessary adjustments could be made within the current framework of the Lok Sabha.
Her appeal focused on ensuring that women receive representation without delay. She stressed that practical steps should be taken to translate legislative intent into reality, rather than postponing implementation through additional conditions.
Outcome of the Parliamentary Vote
The Constitution (131st Amendment) Bill, which aimed to reserve one-third of seats for women and expand the strength of the Lok Sabha after delimitation, was put to vote during a special parliamentary session held from April 16 to 18. The proposal received 298 votes in favor and 230 against but did not meet the required two-thirds majority needed for passage.
Following the result, Congress leaders described the linkage between reservation and delimitation as a concerning move that had been firmly rejected in the House. The outcome has set the stage for continued political debate on how best to implement women’s representation in legislatures.
