PaperLeaks – Rajya Sabha MP Kapil Sibal on Thursday criticised Prime Minister Narendra Modi’s announcement on establishing fast-track courts for paper leak cases, arguing that the government should first ensure speedy legal action against individuals facing serious allegations who later became part of the Bharatiya Janata Party (BJP). Addressing reporters at the Parliament House complex, the Independent MP said the government’s latest announcement raises broader questions about consistency in its approach to accountability.
Sibal Raises Questions on Investigations
Sibal, a senior advocate and former Union minister, claimed that the ruling party should begin by introducing fast-track judicial proceedings for leaders within its own ranks who have previously faced corruption allegations. According to him, several political figures who were once accused by the BJP of involvement in major financial irregularities were later inducted into the party.
He questioned why investigations into such cases had either slowed down or failed to reach a conclusion. Sibal also asked why agencies such as the Central Bureau of Investigation (CBI) had not continued pursuing certain matters with the same urgency. He said the government should first explain these issues before announcing new judicial measures related to examination fraud.
Opposition Links Announcement to Student Protests
Referring to the recent protests over alleged examination paper leaks, Sibal argued that the Centre had remained largely silent during the peak of student demonstrations. He said students had been protesting since late June, with some participants reportedly observing hunger strikes, but alleged that there was little engagement from the government during that period.
According to Sibal, the recent announcement on fast-track courts came only after public dissatisfaction grew. He claimed the government recognised increasing concern among students and young job aspirants and responded after the issue gained wider attention. He also asserted that public sentiment, particularly among the youth, had shifted against the ruling party over examination-related controversies.
Criticism Over Government Priorities
During his interaction with journalists, Sibal further alleged that the BJP places greater emphasis on political issues than on strengthening the country’s education system. He claimed the concerns of students and recruitment transparency had not received adequate attention and suggested that the government should prioritise educational reforms and fair examination processes.
His remarks echoed criticism voiced by several opposition leaders in recent weeks, who have demanded stronger safeguards against paper leaks and greater accountability from authorities responsible for conducting competitive examinations.

Sibal’s comments followed Prime Minister Narendra Modi’s announcement that the government will establish fast-track courts to ensure quick trials and strict punishment for those involved in paper leak cases. In a post on the social media platform X, the Prime Minister said protecting the future and welfare of young people remains a top priority.
Modi stated that the concerned ministries and officials have been directed to take all necessary steps to implement the decision. He said the move forms part of a broader effort aimed at safeguarding the interests of students and maintaining the integrity of competitive examinations.
The Prime Minister also stressed that individuals attempting to compromise the future of students through examination-related offences would face stringent legal consequences. The announcement comes amid continued debate over recruitment examinations and the need for stronger mechanisms to prevent paper leaks across the country.
