Maharashtra – With elections to nine seats in the Maharashtra Legislative Council expected to be announced soon, the ruling Mahayuti alliance appears firmly placed to dominate the contest. Backed by a combined strength of 235 legislators in the state assembly, the alliance is in a position to comfortably secure eight of the nine available seats.

Clear Numerical Advantage for Ruling Alliance
The current numbers indicate that the Bharatiya Janata Party could win five seats, while its allies, Shiv Sena and the Nationalist Congress Party, are likely to secure two and one seats respectively. The electoral system requires each candidate to obtain at least 29 first-preference votes to ensure victory, a target the ruling coalition can meet with ease given its strength.
In contrast, the opposition bloc Maha Vikas Aghadi, which includes 20 legislators from Shiv Sena (UBT), 16 from Congress, and 10 from NCP (SP), holds a total of 46 votes. This allows the alliance to secure only one seat under normal circumstances, provided all members vote cohesively and no cross-voting occurs.
Focus Shifts to Uddhav Thackeray’s Next Move
Amid the evolving political scenario, attention has turned to whether former Chief Minister Uddhav Thackeray will seek re-election to the Legislative Council. His current term, along with those of eight other members, is set to conclude on May 13, necessitating fresh elections.
Thackeray’s political journey in the council began in May 2020, when he was elected unopposed to meet the constitutional requirement of becoming a legislator within six months of assuming the Chief Minister’s office. His entry marked a departure from the Thackeray family’s long-standing tradition of avoiding electoral contests, a shift first seen when Aaditya Thackeray won an assembly seat in 2019.
Congress Asserts Claim Within Opposition Bloc
Within the opposition alliance, Congress has expressed its intention to contest the lone winnable seat. Senior party leader Vijay Wadettiwar has argued that Congress deserves the opportunity, pointing to its earlier support for Sharad Pawar during the Rajya Sabha elections.
At the same time, there has been an informal understanding within the alliance about leadership representation in different legislative bodies. Earlier discussions suggested that Sharad Pawar would represent the bloc in the Rajya Sabha, while Uddhav Thackeray would take a position in the Legislative Council. This arrangement gained traction when Pawar was elected unopposed with Congress backing.

Despite having enough numbers on paper for one seat, the opposition’s success hinges entirely on unity among its legislators. Political observers note that even minor defections or cross-voting could disrupt calculations and push the contest into a more uncertain second-preference vote count.
The secret ballot system used in council elections adds another layer of complexity, as it makes it difficult to track voting patterns. This opens the possibility for the ruling alliance to attempt strategic gains by attracting votes from the opposition camp.
Possibility of Tactical Moves by Rivals
There is also speculation that the Shiv Sena faction led by Eknath Shinde could field an additional candidate, thereby complicating the opposition’s plans. If such a move materializes, it could force a more competitive contest and test the cohesion of the opposition alliance.
With surplus votes potentially playing a decisive role, both alliances are expected to engage in careful political maneuvering in the days leading up to the election.
