Licensing Reform – The process of obtaining mandatory approvals for restaurants and food businesses in Delhi could soon become significantly simpler. In an effort to reduce administrative hurdles and make regulatory procedures more efficient, the Municipal Corporation of Delhi (MCD) and the Food Safety and Standards Authority of India (FSSAI) have initiated discussions to connect their licensing systems through a common digital platform.

The proposed arrangement is designed to help thousands of food establishments complete approval-related formalities through a streamlined online process. Officials familiar with the discussions said the initiative is expected to support ease of doing business while maintaining existing public health and food safety requirements.
Single Digital Platform Under Consideration
At present, food businesses are required to obtain separate approvals from different authorities. One of these is the health trade licence issued by the civic body, while food safety registration is regulated by FSSAI under central guidelines.
Under the new proposal, applicants beginning the registration process through the FSSAI portal would no longer need to independently approach the MCD for a separate health trade licence application. Instead, the system would automatically guide users to the relevant municipal platform, creating a more coordinated approval mechanism.
Officials believe that such integration can eliminate repetitive procedures and reduce the time businesses spend navigating multiple government systems.
Discussions Focus on Reducing Paperwork
The proposal was reviewed during a meeting attended by representatives from both FSSAI and MCD. During the discussions, the agencies agreed on the need for a fully digital framework capable of handling approvals with minimal paperwork and fewer manual interventions.
The planned model aims to create a seamless online experience for applicants. Once the required information is submitted through the FSSAI portal, users would be redirected to the MCD platform to complete payment of the applicable health trade licence fee. Following that step, the remaining procedures would continue through digital channels.
Authorities said the objective is not only to simplify compliance but also to improve transparency and efficiency within the licensing system.
Public Health Standards to Remain Unchanged
Officials involved in the discussions clarified that the proposed changes are intended to simplify administrative processes and not dilute health or food safety regulations.
Health trade licences play an important role in ensuring that restaurants and other food establishments maintain prescribed hygiene, sanitation and food-handling standards. These licences are issued by local civic authorities and operate separately from FSSAI registration requirements, which focus on broader food safety regulations.
Authorities emphasized that public health safeguards would continue to remain a key component of the approval process even after digital integration is introduced.
Expected Benefits for Food Businesses
According to officials, licence charges under the MCD system currently differ based on the size and category of the establishment. The fee structure ranges from ₹10,000 to ₹5 lakh.
If implemented, the integrated platform is expected to reduce the need for physical visits to government offices, improve transparency in approvals and shorten processing timelines. Businesses may also benefit from a more predictable and user-friendly system that consolidates multiple regulatory requirements into a coordinated digital workflow.
The proposal is viewed as part of broader efforts to modernize administrative services and create a more efficient regulatory environment for food-related businesses operating in the national capital.
