LegalNews – The Delhi High Court on Friday declined to grant immediate relief to the satirical digital platform Cockroach Janta Party (CJP) by restoring its account on X. However, the court directed a review committee constituted under the Information Technology Rules to examine the matter and reach a decision before July 7.

Court Refers Matter to Review Committee
During the hearing, Justice Purushaindra Kumar Kaurav observed that the concerns raised by the petitioner deserved careful consideration. Instead of issuing an interim order to restore the account, the court asked the designated review panel to evaluate all aspects of the dispute and determine whether the blocking action should remain in force.
The court noted that the committee has the authority to recommend lifting the restriction if it concludes that the blocking order is not justified. This approach, the judge indicated, would allow a detailed assessment of the matter through the established legal mechanism.
Virtual Appearance Allowed for Petitioner
The bench also permitted Abhijeet Dipke, founder of Cockroach Janta Party, to participate in the review proceedings through virtual mode. The decision is expected to help ensure that the petitioner can present his arguments directly before the committee without procedural obstacles.
During the hearing, the court acknowledged that some of the submissions made on behalf of the petitioner appeared to merit consideration. Justice Kaurav remarked that these points would be examined comprehensively after hearing all parties involved in the case.
No Interim Relief at This Stage
Despite recognizing the significance of the arguments presented, the court declined to pass an interim order directing the restoration of the X account. The judge emphasized that the issue carries wider implications and therefore requires careful examination before any immediate intervention is made.
The observation suggests that the court is seeking a balanced approach that considers both the petitioner’s concerns and the broader legal and regulatory framework governing online content and platform actions.
Centre Yet to File Response
The proceedings are expected to continue after the Central Government submits its response. The court indicated that it would subsequently consider another important aspect of the case—whether the social media platform X can be instructed to place the blocking order on record.
Such a direction could provide greater clarity regarding the basis on which the account was restricted and may become a key issue in the ongoing legal proceedings.
