LandEncroachment – DDA Introduces 72-Hour Demolition Framework to Protect Public Land
LandEncroachment – The Delhi Development Authority (DDA) has introduced a detailed standard operating procedure (SOP) aimed at strengthening action against illegal occupation of its land. Under the new framework, unauthorized structures identified on DDA-owned land can be removed within 72 hours after the completion of the required legal formalities. The decision comes after directions from Lieutenant Governor Taranjit Singh Sandhu, who recently called for a zero-tolerance approach toward encroachments during a meeting of the DDA Advisory Council.

Flying Squads Deployed Across Delhi
To improve surveillance and ensure timely action, the authority has established 14 flying squad teams covering different zones of Delhi. These teams have been tasked with carrying out routine field inspections, monitoring government land with the help of technology, and preparing geo-tagged records of any violations. The objective is to detect unauthorized construction at an early stage and prevent illegal occupation before it expands.
Officials said the SOP is designed to make enforcement more systematic by introducing standard procedures for identifying, documenting, and responding to encroachments while ensuring compliance with legal requirements.
Defined Process for Demolition and Enforcement
According to the new guidelines, once an illegal structure is detected on DDA land, officials will verify land ownership, collect geo-tagged photographs with date and time details, and prepare reports for enforcement action. After all mandatory legal procedures are completed, demolition operations are expected to be carried out within 72 hours.
The SOP also extends to unauthorized construction taking place on private land located within notified Development Areas. Such cases will also be dealt with through the prescribed legal process before any demolition action is initiated.
Departments Assigned Clear Responsibilities
To improve coordination within the organization, the DDA has clearly assigned responsibilities to its Land Management, Engineering, and Horticulture departments. Officials believe that clearly defining the role of each department will reduce delays and strengthen accountability during enforcement operations.
The framework is intended to create a coordinated response where inspections, documentation, legal review, and demolition activities are carried out in a structured manner with better communication among different wings of the authority.
Technology to Strengthen Monitoring
The SOP places significant emphasis on the use of modern technology to improve land monitoring. Drone-based inspections have been included as part of the surveillance system, allowing officials to identify unauthorized construction in large or difficult-to-access areas more efficiently.
Geo-tagged documentation will serve as official evidence during enforcement proceedings, while digital records are expected to improve transparency and reduce disputes regarding the location and timing of violations.
Quick Response Teams to Handle Immediate Action
Along with the flying squads, the DDA has formed dedicated Quick Response Teams (QRTs) to undertake demolition and removal operations immediately after violations are confirmed and legal procedures have been completed. The SOP lays down fixed timelines for these teams and specifies the responsibilities of field officers during every stage of enforcement.
The QRTs will be required to submit reports on the same day after completing demolition work. These reports will include geo-tagged photographs taken before and after the operation, along with video documentation of the drive. Officials have also been directed to install DDA ownership boards at cleared locations to discourage future encroachments and establish official control over the land.
The new SOP reflects the authority’s effort to strengthen land protection measures through faster enforcement, improved coordination, and greater use of technology while ensuring that every action follows the applicable legal process.
