Kerala – Administrative Reforms and Onam Relief Measures Target Faster Governance
Kerala – Kerala has announced a wide-ranging governance overhaul along with festive market support measures designed to improve administrative efficiency, reduce project delays, and keep essential commodity prices under control ahead of the Onam season.
The Kerala government has approved a comprehensive package of administrative reforms aimed at improving public service delivery and reducing delays in government projects. Alongside these governance initiatives, the state has also introduced several market intervention measures intended to protect consumers from price increases during the upcoming Onam festival. The decisions were taken during the Cabinet meeting held on Wednesday.
Government Focuses on Faster Project Execution
Speaking after the Cabinet meeting, Chief Minister V.D. Satheesan said prolonged administrative procedures have resulted in significant financial losses for the state over the years. According to him, the latest reforms are designed to speed up decision-making, improve coordination between departments, and create a more efficient environment for development projects and business activities.
One of the key decisions is the creation of a Special Asset Management Portal that will digitally record all government-owned land and properties. In addition, every government institution will be included in a comprehensive asset register, allowing authorities to manage public assets more effectively and improve transparency across departments.
Digital Monitoring System for Development Projects
The Cabinet has also approved the rollout of Plan Space 2.0, a GIS-based digital platform that will monitor government-funded infrastructure and development projects. Every approved capital project will be geo-tagged and tracked through the system, enabling real-time monitoring of implementation progress.
During the initial phase, nearly 2,000 projects are expected to be brought under the new tracking platform. Officials believe the technology-driven approach will help identify delays early and improve accountability throughout the execution process.
Review of Existing Laws and Institutional Restructuring
Another important component of the reform package involves examining outdated, unnecessary, and overlapping laws that often slow down project approvals. The government plans to revise or remove regulations that no longer serve practical purposes while updating existing legal frameworks to support investment and improve the ease of doing business in the state.
To ensure smooth implementation, an Empowered Committee of Secretaries will oversee coordination among various government departments. The Chief Minister also noted that Kerala currently operates 591 government institutions with an annual salary expenditure of around Rs 19,000 crore. Institutions performing similar functions will be reviewed to eliminate duplication and improve administrative efficiency.
Onam Market Intervention to Control Prices
With Onam approaching, the Cabinet has also cleared an extensive package to maintain adequate supplies of essential commodities and reduce the risk of festive price inflation.
More than one lakh free Onam kits will be distributed between August 10 and August 20 to yellow ration card holders and residents of welfare institutions. Each kit will contain 16 essential food items valued at Rs 854, and the required funding has already been approved by the government.
To strengthen food availability, the state will release 1,65,932 metric tonnes of rice and 24,506 metric tonnes of wheat into the market. In addition, non-priority blue ration card holders will receive three kilograms of rice at Rs 10.90 per kilogram and two kilograms of wheat at Rs 8.70 per kilogram as part of the special festival support programme.
Trade Fairs Planned Across the State
The government has also announced a series of Mega Onam Trade Fairs in Thiruvananthapuram, Ernakulam, and Kozhikode from August 8 to August 25. Similar fairs will be organised in the remaining 11 districts, while Onam markets will be set up across every Assembly constituency to improve public access to essential goods during the festive period.
According to the Chief Minister, Rs 448 crore has been allocated to the Food and Civil Supplies Department during the government’s first two months in office. This includes Rs 273 crore for market intervention, Rs 154 crore towards paddy procurement bonuses, and Rs 20 crore for transportation expenses. He said the government will continue monitoring market conditions closely to ensure essential commodity prices remain stable throughout the Onam season.
