Governance – Annual Mentorship Initiative for IAS Officers to Begin at Statue of Unity
Governance – The Union Government has introduced a new initiative aimed at strengthening collaboration, mentorship, and professional learning among Indian Administrative Service (IAS) officers from different generations of service. The program will bring together experienced and young officers from across the country every year at the Statue of Unity in Gujarat for structured interactions focused on governance and public administration.

The initiative has been designed to create a platform where officers serving in diverse sectors can exchange practical experiences, discuss administrative challenges, and share insights gained throughout their careers. By encouraging direct interaction between senior and junior officers, the government hopes to promote institutional learning and strengthen administrative capacity across states and Union Territories.
Vision Behind the Program
The concept emerged from the vision outlined by Prime Minister Narendra Modi during the Fifth National Conference of Chief Secretaries held in 2025. During the event, he emphasized the importance of connecting younger civil servants with senior officers who possess decades of administrative experience. The idea was to create opportunities for guidance, inspiration, and knowledge transfer within the civil services framework.
Following this direction, the Ministry of Personnel, Public Grievances and Pensions has asked all state governments and Union Territory administrations to identify suitable participants for the annual gathering. The selected officers will represent a wide range of service batches and areas of expertise.
Annual Gathering at Kevadia
According to the plan, the officers nominated by their respective governments will assemble at the Statue of Unity in Kevadia, Gujarat, on October 31 each year. The date coincides with Rashtriya Ekta Diwas, also known as National Unity Day, which commemorates the birth anniversary of Sardar Vallabhbhai Patel.
The one-day program will focus on discussions, mentorship sessions, and exchanges of professional experiences. Participants will have the opportunity to learn from colleagues working in different administrative fields, including governance, policy development, and public service delivery.
Role of the Department of Personnel and Training
The Department of Personnel and Training (DoPT) stated that the initiative reflects the Prime Minister’s call for senior officers and earlier service batches to actively engage with younger colleagues. During his concluding remarks at the conference, he had encouraged experienced civil servants to spend time mentoring newer entrants and helping them navigate the challenges of public administration.
Officials believe that such interactions can contribute to stronger professional networks and help younger officers gain practical perspectives from those who have handled complex governance responsibilities over the years.
Focus on Knowledge Sharing and Mentorship
The government has described the program as a structured effort to foster meaningful engagement between different generations of civil servants. Through guided discussions and mentoring activities, the initiative aims to preserve institutional knowledge while supporting the professional growth of younger officers.
In its communication to states and Union Territories, the Ministry highlighted the need to nominate both veteran and emerging IAS officers with experience across multiple governance sectors. The annual event is expected to serve as a platform for exchanging ideas, strengthening administrative leadership, and promoting collaborative approaches to public service.
