EVPolicy – Delhi Government Set to Review New Electric Mobility Plan
EVPolicy – The Delhi government is preparing to take a major step toward strengthening clean transportation, with the proposed Electric Vehicle Policy 2.0 expected to be presented before the Cabinet next week for final consideration. The policy, which has been under discussion for several months, aims to accelerate the adoption of environmentally friendly vehicles across the national capital.

The revised framework was released for public consultation in April, allowing industry representatives, vehicle manufacturers, transport experts, and other stakeholders to submit their suggestions. Authorities have since been reviewing the feedback received before moving the proposal toward approval.
Debate Continues Over Hybrid Vehicle Benefits
One of the key issues still being discussed is whether hybrid vehicles should be included in the subsidy structure proposed under the new policy. Government officials familiar with the matter said there are differing views within various sections regarding financial incentives for hybrid technology.
According to a senior official, the administration is inclined to extend certain benefits to hybrid vehicles, arguing that such support could encourage a larger number of consumers to transition away from conventional fuel-powered automobiles. However, some stakeholders believe that incentives should remain focused primarily on fully electric vehicles.
The official noted that experiences in several markets have shown that support for hybrid models can contribute to a faster shift toward cleaner mobility solutions. As a result, policymakers are continuing to assess the broader impact of including hybrids within the incentive framework.
Draft Proposal Suggests Tax Relief
The draft version of the policy recommends a significant reduction in road tax for eligible hybrid vehicles. Under the proposal, hybrid models priced up to ₹30 lakh could receive a 50 percent waiver on road tax, making them more affordable for buyers considering lower-emission transportation options.
Supporters of the proposal argue that such incentives could help bridge the gap between traditional vehicles and fully electric models. They believe hybrids may serve as a practical transition technology for consumers who are not yet ready to switch entirely to battery-powered vehicles.
Focus on Cleaner Urban Mobility
Delhi has been actively promoting cleaner transportation as part of its broader environmental and pollution-control efforts. The city has witnessed a steady increase in the adoption of electric two-wheelers, cars, and commercial vehicles in recent years. Policymakers view the next phase of the EV policy as an important tool for sustaining that momentum.
The upcoming policy is expected to include measures aimed at expanding electric mobility infrastructure, encouraging vehicle adoption, and supporting the development of a cleaner transport ecosystem. Officials believe these efforts will contribute to reducing vehicular emissions and improving air quality in the capital.
Cabinet Decision Expected Soon
With consultations largely completed and final discussions underway, attention is now focused on the Cabinet meeting where the proposal is likely to be examined. Any decision regarding hybrid vehicle subsidies is expected to play a significant role in shaping the final version of the policy.
If approved, the new framework could influence purchasing decisions across multiple vehicle segments while reinforcing Delhi’s long-term commitment to sustainable and low-emission transportation.
